  One Win for Our Side

At about five-thirty yesterday evening, the lengthy feature that was to have gone in today's editions of both the Outdoor and Shooting Wires was rendered unnecessary. Normally, that's not a reason for celebration. But this was no ordinary occurrence.

After having spoken with Larry Haynie of Georgia Arms regarding the Department of Defense decision to require all once-fired military brass be shredded rather than sold for repurposing to consumers and domestic agencies, it seemed the set-piece battle over gun ownership was underway.

Putting Troops on Mexican Border Needs to Be 'Looked at Very Carefully,' Senator Says

The violence caused by drug cartels along the U.S.-Mexico border might not be as serious a national security concern as the war in Afghanistan, but it is a threat that calls for adequate resources, personnel, and perhaps military force, lawmakers said last week.

More than 6,000 people were killed last year in drug cartel-provoked violence, and in January 2009, another 1,000 were killed, according to the U.S. State Department. Some of that violence is spilling over into U.S. cities along the border with Mexico. On Feb. 25, more than 700 drug-cartel members operating in the United States were arrested.

15 Steps to Better Border Security: Reducing America's Southern Exposure

One of many concerns raised by the September 11, 2001, terrorist attacks on New York and Washington is the security of U.S. borders. The Homeland Security Act of 2002 established border security as a major mission for the new Department of Homeland Security (DHS). The failed congressional attempt at comprehensive immigration reform focused renewed attention on the U.S. border with Mexico as well as on the challenges of illegal border crossings and surges in cross-border crime. In response, the Bush Administration employed additional Border Patrol agents, deployed new technologies at the border, and erected physical barriers.

These efforts have contributed to a decrease in the illegal alien population in the U.S. and to an expansion of cross-border security cooperation with Mexico. Sustaining these efforts is an essential component of regaining control of America's southern border and battling cross-border crime cartels while improving the flow of legal goods and services across the border. This was a good start. Today, however, the Obama Administration must continue these measures and work to integrate national efforts with state and local governments as well as with private citizens.

Is Law Enforcement Training A Sham?

Lack of proper training and/or deficient training is handicapping cops and exposing them to danger and possibly even death. Training ought not to be an afterthought or an activity that law enforcement agencies cannot afford. Training is a matter of survival, and not only that, but also has a huge impact on morale as well.

Every law enforcement agency should have a minimum of one complete working day set aside for training every month and at least one week a year for specific or targeted training. Training requirements for specialized units should be more intense.

The usual 40 hours of training required every other year by some state departments of criminal justice services to maintain certification should not count as training per se because officers are allowed to select the courses that will take. Many law enforcement agencies are getting by with a half hour of training now and then during roll call. The whole thing is a sham, because the roll call room and what is going on there is not conducive to learning anything.

Killer of 4 officers wanted to avoid prison

A fourth Oakland police officer was pronounced dead Sunday in the wake of a shooting rampage by a 26-year-old parolee who, according to family members, knew he was a wanted man and did not want to go back to prison.

Motorcycle officer John Hege, 41, was declared brain dead Sunday morning at Highland Hospital in Oakland and remained on life support to preserve his organs for donation.

His death made Saturday's shootings in East Oakland the deadliest attacks on California law enforcement in almost four decades.

  Homeland Security 3.0: Building a National Enterprise to Keep America Safe, Free, and Prosperous

In 2004, a task force chaired by homeland security experts from the Center for Strategic and International Studies (CSIS) and The Heritage Foundation (and consisting of representatives from academia, research centers, the private sector, and congressional staffs) presented its conclusions in "DHS 2.0: Rethinking the Department of Homeland Security." Their report evaluated the capacity of the Department of Homeland Security (DHS) to fulfill its mandate as set out in the Homeland Security Act of 2002. Their evaluation was based on four criteria: management, roles and missions, authorities, and resources. It offered more than 40 major recommendations and made the case for a significant reorganization of the DHS to improve this instrument's effectiveness and efficiency for preventing and responding to terrorist threats. Many of these proposals in the report were subsequently adopted by Congress and the Secretary of Homeland Security.

Four years later, this follow-up report concludes that, while many still find the department a work in progress, the most pressing needs for enhancing the protection of the country from transnational terrorist threats do not lie in further major reorganization of the DHS or revisiting its roles and missions. Rather Congress and the Administration should shift their focus to strengthening the effectiveness of the national homeland security enterprise as a whole.

Terrorists Can Think Strategically
Lessons Learned From the Mumbai Attacks

Testimony presented before the Senate Homeland Security and Governmental Affairs Committee on January 28, 2009.

Terrorism has increasingly become an effective strategic weapon. Earlier generations of terrorists seldom thought beyond the barrels of their guns. In contrast, the masterminds of the Mumbai terrorist attacks displayed sophisticated strategic thinking in their choice of targets and their efforts to achieve multiple objectives. They were able to capture and hold international attention. They sought to exacerbate communal tensions in India and provoke a crisis between India and Pakistan, thereby persuading Pakistan to redeploy troops to its frontier with India, which in turn would take pressure off of the Taliban, al Qaeda, and other groups operating along the Afghan frontier. All terrorist attacks are recruiting posters. The Mumbai attackers established their terrorist credentials and now rival al Qaeda in reputation.

Recreational Equipment Review

"Twilight" by Stephenie Meyer

Yes, another book; and this time one I swore I'd never read. In case you haven't read the book (and I haven't seen the movie that comes out on DVD sometime soon), you may want to pick it up. Yes, it's a vampire tale. Yes, it's a story about young love (at least half of the love is young, 'cause the other half is vampire and he's way old). That aside, it's also a story about facing your fears; recognizing and prioritizing the emotions that flow through all of us; over-coming some embarrassing moments most of us experience. I wasn't sure if I was going to write this one but recent events conspired against me and here it is. I hope you're not too cool and macho to dismiss it out of hand... like I tried to be until circumstance caught up with me.
