Explosive Detection Dog (EDD)/Handler
ROLE: Detect explosive materials and devices and otherwise provide PRS support.
RESPONSIBILITIES: Provide emergency response in situations such as security alerts,
civil disturbances, suspected or actual criminal violations and/or other life threatening situations.
Summon professional assistance and render First Responder First Aid to individuals who become injured or ill.
Further responsibilities may include:
- Explosive ordnance detection
- Prevent the unauthorized introduction of explosive devices or matter
- Protect life and property
- Maintain order
- Maintain dog’s training records to meet contract requirements
- Prepare all DS Forms 139 and individual inventory reports
- Perform other functions as directed by competent authority
QUALIFICATIONS:
EDD/Handler
U.S. Citizen
Level 2 English proficiency
Graduated from a state, county, city, (populous 100,000 plus) law enforcement academy (or military equivalent)
A minimum of:
- Three (3) years of service as an Dog handler
- One (1) year of security related experience equal to this contract, or three (3) years of security experience.
All experience must be at the same level as required by this contract and must possess effective management and communication skills.
Able to recognize canine diseases, be familiar with hygiene requirements,
and know the physical condition of the dog.
Dog (Supplied by Blackwater K-9)
Detection reliability of 95%; the contractor shall present supporting documentation for verification. Plus the dog must be:
- Physically able to conduct searches regardless of the physical size or method of packaging, or the size of the vehicles
(e.g., long beds of trucks, tractor trailers, etc.)
- Intelligent, healthy, and stable temperament; and anxious to please its handler
- Calm temperament at all times
- Trained by competent professionals
- Trained to disregard artificial detractors (substance (s) purposely placed to confuse the dog)
- Trained not to paw or retrieve an explosive or chemical device; trained to sit and to alert its handler that it has located explosive materials
- Possess certificates of training equal to that of the Department of the Treasury Odor Recognition Proficiency standard for
Explosive Detection Canines
Capable of recognizing scents of the following explosives:
- Black Powder (free flowing, time fuse, or safety fuse)
- Double-base Smokeless Powder
- Dynamite (containing EGDN and NG)
- PETN-based Detonating cord
- RDX-based Detonating cord or C-4
- TNT
Note: All certificates of completion/training and a written description of the training content for the dog and handler shall be provided to the COR as part of the Management Plan submitted by the contractor in response to a Task Order.
