Area Still Unprepared for Terror Attacks, Senate Panel Is Told

Nearly five years after the Sept. 11, 2001, terrorist attacks, the Washington region still lacks a strategic plan to guide preparations for any future attacks or to effectively spend hundreds of millions of homeland security dollars, federal and local officials told a U.S. Senate panel yesterday. The lack of a comprehensive region wide communication system was repeatedly cited by senators as a case of poor planning and coordination. For example, Prince George's County does not have radios that are fully compatible with neighboring jurisdictions.

THE CIA WORLD FACTBOOK 2006

What's New:
  • Country information has been updated as of 29 March, 2006.
  • There have been some significant changes to the latest edition of The World Factbook. The European Union is now included as an "Other" entity at the end of the listing. The European Union continues to accrue more nation-like characteristics for itself and so a separate listing was deemed appropriate. A fuller explanation may be found under the European Union Preliminary statement.
  • Along with regular information updates, The World Factbook features several new or revised fields. In the Economy category, the Factbook is now reporting national GDP figures in US dollars converted at Official Exchange Rates (OER) in addition to GDP at Purchasing Power Parity (PPP) rates, since both measures contain information useful to our readers. Traditionally, only PPP-converted GDP values had been reported.
  • In the Transportation category, the former Highways entry is now Roadways, while Ports and harbors has been retitled Ports and terminals.
  • Revision of some individual country maps, first introduced in the 2001 edition, is continued in this edition. Several regional maps have also been updated to reflect boundary changes and place name spelling changes. http://www.cia.gov/cia/publications/factbook/index.html

    Turning Off Terrorist Television

    Slowly and with difficulty, America's military is learning to fight the armed conflicts of the 21st century. Slowly and with difficulty, are we also learning to fight a modern war of ideas.
    But a battle was won last week when the U.S. Treasury Department designated Hezbollah's al Manar satellite television operation as a Specially Designated Global Terrorist organization. By prohibiting transactions between U.S. entities and al Manar, and freezing any assets al Manar may have in the U.S., this designation gives the government the tools it needs to cripple al Manar's internationally broadcast incitements to terrorism.

    Lawmakers Criticize Budget Cuts For Police


    A key Republican senator, joined by Democrats, criticized the Justice Department yesterday for proposing deep cuts in assistance to local law enforcement agencies, arguing that the reductions would hamper efforts to combat terrorism, methamphetamine trafficking and other threats. At a hearing of the Senate Appropriations subcommittee that oversees the Justice Department's budget, Chairman Richard C. Shelby (Ala.) and Democratic colleagues sharply questioned Attorney General Alberto R. Gonzales about an administration proposal to slash assistance to local law enforcement by more than $1 billion in fiscal 2007.

    A Split on the Lines of Illegal Immigration


    Disagreements over how to deal with illegal immigration are splitting the Republican Party as few issues have lately, dividing state congressional delegations down the middle and bringing the Senate to a virtual standstill yesterday. Epitomizing the divisions are Arizona's GOP senators, Jon Kyl and John McCain. Both face important elections and represent the same 5.8 million people.     Africa mustn't stop with Charles Taylor

    African leaders, like some police officers who won't cross a "thin blue line" to help nab a bad cop, have long coddled the continent's dictators. That code of inaction, however, broke last week when Nigeria handed over Africa's worst war-crimes suspect. Charles Taylor, a former rebel and Liberian president who unleashed 14 years of savage war and atrocities in West Africa, was captured in Nigeria as he tried to flee and was sent to a special international court in Sierra Leone. He was arraigned Monday on 11 charges, ranging from murder to unlawful use of child soldiers.

    Bush refuses apology for surveillance program


    President Bush, told by a critic he should be ashamed of his policies, defended the government’s secret eavesdropping program Thursday and said he would not apologize for listening in on the phone and e-mail conversations of Americans talking to people with suspected al-Qaida links.
    A man who identified himself as Harry Taylor rose at a forum here to tell Bush that he’s never felt more ashamed of the leadership of his country. He said Bush has asserted his right to tap phone calls without a warrant, to arrest people and hold them without charges, and to revoke a woman’s right to an abortion, among other things.

    Italian minister says terror attack thwarted


    Italy has thwarted a planned terror attack, Interior Minister Giuseppe Pisanu was quoted as saying on Thursday during a campaign rally ahead of the April 9-10 general election. “Now I can say it. There was a terrorist plan aimed at our country which was prevented thanks to the controls and preventative measures taken by our (security) apparatus,” Pisanu was quoted as saying by Italian news agencies. Pisanu said the target appeared to have been either the Milan metro rail system or a church in the northern city of Bologna, which has a painting of the Prophet Mohammed burning in hell.

    Officials: Israel detains Hamas minister


    Israeli police on Thursday detained a Cabinet minister in the Palestinians’ new Hamas-led government, Palestinian and Israeli officials said. Khaled Abu Arafa, minister of Jerusalem affairs, was detained along with his bodyguard on his way to Izzariya, a West Bank suburb of Jerusalem, where he was to sign off on furniture and office equipment from his predecessor, Ziad Abu Zayyad, a moderate. Paramilitary police stopped Abu Arafa’s car at a checkpoint at the entrance to Izzariya, said Ahmed Jalajel, a photographer for the Arabic Al-Quds daily, who was in the car with the minister when he was taken into custody

    U.S. ambassador’s car ambushed in Venezuela


    Supporters of President Hugo Chavez threw eggs and fruit at the U.S. ambassador’s car Friday and motorcyclists chased his convoy for miles, at times pounding on the vehicles. The U.S. State Department swiftly accused Caracas city officials of complicity.
    Venezuelan Ambassador Bernardo Alvarez was summoned to the State Department in Washington and told that Venezuela was in violation of an international convention that requires host countries to ensure the safety of foreign diplomats, department spokesman Sean McCormack said.

    Nepalese king orders protesters shot on sight


    Protesters demanding a return to democracy postponed a rally that had been expected to draw thousands on Saturday, after the king imposed an all-day curfew and ordered violators shot on sight.
    One person was killed and at least two wounded when security forces fired at demonstrators in Pokhara, a resort town 125 miles west of the capital, Katmandu, said Gangadhar Baral, who was among those wounded.

    For the past 25 years (give or take a year) I've been in professions where people handled guns: rifles, carbines, handguns, shotguns. The ability of shooters to customize their guns has always amazed me. I mean, a gun is a gun, right? You maintain it, aim it, shoot it and a bullet goes where it's supposed to, right? But no: combat weapons end up looking and performing different than competition or "race" guns. In the end though, everyone has to be able to hold on to their gun in whatever operational environment they find themselves in. A lot has been tried to assist with this oh-so-simple sounding challenge: just hold onto your gun.     Recreational Equipment Review:

    Double PST Steel 80s

    Borelli and I had the opportunity to do some cave/cavern diving in Florida a while back. Since I hadn’t purchased any new gear in a while (don’t ask what a while is my better half may get a hold of this), I went looking for a short steel 80 cubic foot tank. What I found was the PST E7 . These tanks are shorter than your usual aluminum 80 and remain negatively buoyant even when empty, and as an added bonus they are lighter than AL 80s. The tanks come with a Din/Yoke convertible valve that changes with the use of an allen key. Since we were headed to some overhead environments, I thought it prudent to have more air than a single 80.. what better reason than to double up?

    This morning, as I was reading a news article, my understanding was opened upon
    knowledge that had escaped me until just that moment.  During this week just
    traversed several awakenings have happened to me in different areas of my
    personal and professional life.  These illuminations have clarified many, many
    things to and for me.  Some of them were things that I really did not want to know
    or have illuminated... but each incident was for my awareness and welfare.  One
    more time the definition of life that I like has been made experientially real to me.
    That definition of life is simply stated, "...as those things that happen to you while
    you are making plans."

    I have often watched and wondered about many happenings in daily life involving
    individual people; involving groups of people with similar interests; involving
    governments; involving religion; involving races of people; involving media activity
    and media organizations; and involving attention getting incidents and activities.
