FROM THE EDITORFebruary 13, 2006The Roots of DemocracyBy Carles BoixHailed as the key to the solution of poverty, corruption, bad governance and, last but not least, terrorism, spreading democracy around the globe has become the centerpiece of U.S. foreign policy since 9/11. Unfortunately, however, this enterprise is at risk because most of our policymakers have a poor understanding of the economic and institutional landscape that is most favorable to the extension of political liberties and free elections. The experience of the past two years in Iraq shows that simply removing the old governing elite and holding elections is unlikely to suffice to establish a peaceful democracy. On the other hand, realizing that political freedom will not happen at a snap of our fingers should not draw us into holding a fatalistic, and equally mistaken, view that democracy is impossible in that region of the world. There does not seem to be anything inherent in Islam or even Arab culture that blocks the introduction of free elections in the Middle East. On Thursday, two of the agency's several thousand highly trained traveling armed guards were taken into custody in Houston. Several weeks ago a friend gave me a new book and recommended that I read it. The book was authored by a woman who was raised in the higher class of society in Iran as a member of a very large Islamic family. Her family was very well to do, well educated and financially prosperous. She did not have to do any work because the family used servants for menial work except cooking which her mother handled. She began to question her religion and ask questions. In her teen years she found a Bible in her native language of farsi but when she took it home she was forbidden to read it or keep it. When it it came time to return it to where she found it she lied and did not return it. She would read it late at night under the bed covers with a flashlight. She was a teen at the time about to graduate from high school which was very unusual because education was usually refused to girls. She met a female cousin who came to visit and took the cousin to her room. To her horror she discovered that she had forgotten to hide the Bible and the cousin saw it before it could be moved.
