Can the notoriously dysfunctional interagency process ever be fixed by organizational tinkering alone, without the elaboration of a common conceptual ground? However lively it may be at times, the Beltway’s ongoing “Operation Infinite Conversation” is no substitute for strategizing. Does it make sense to keep framing the issue in terms of “terrorism” when the enemy itself, taking a leaf from the book of the most advanced American strategists, talks about “fourth-generation warfare?” At the working level, federal agency officers from DOD, DOS, DHS, AID and the intelligence community come to the GWOT with heterogeneous concepts, doctrines, lenses, frames of reference, metrics, etc. and talk past one another — when they don’t end up working at cross purposes. http://www.policyreview.org/000/corn.html Understanding Iran's Nuclear ManeuversIran’s January 9th decision to resume its uranium enrichment program creates an immediate international crisis. Iran’s move is a test of the international community’s resolve and ability to prevent the further spread of nuclear weapons. An inadequate response could leave Iran’s pathway to a nuclear weapon wide-open and could be a further, potentially fatal blow to the norm of nonproliferation. This, is turn, opens the prospect of future nuclear nations in the years to come. The Bush administration’s support for European negotiating efforts with Iran over the past year has laid the ground work for an international consensus on confronting Iran’s actions, but it remains to be seen if Russia and China are prepared to support such efforts. Despite its resumption of nuclear research, it is important to remember that Tehran is not yet at the point where is can actually enrich uranium or produce nuclear weapons. That capability might still be years away. The presence of international inspectors, while not a guarantee against diversion, will provide an important resource in tracking Iran’s nuclear progress. But in rejecting international pressure – including coordinated letter of concern from all five veto wielding members of the UN Security Council - and restarting work at the Natanz uranium enrichment plant, Iran has resumed its on again, off again march toward mastering the entire nuclear fuel cycle. Marshall had apparently tried to pick up a local prostitute. Although taught a technique in the academy where one officer remains at the car watching the occupant, both officers returned to their patrol car to initiate computer queries. Neither must have sensed any danger as they did not notify dispatch of the stop.
