Gary Jackson QUOTE OF THE WEEK""THE GUNFIRE AROUND us makes it hard to hear. But the human voice is different from other sounds. It can be heard over noises that bury everything else. Even when it's not shouting. Even when it's just a whisper. Even the lowest whisper can be heard - -over armies... when it's telling the truth."" -Hubert HumphreyPROFESSIONAL ARTICLES, EDITORIALS AND OPINIONSI AM ALWAYS LOOKING FOR PROFESSIONAL ARTICLES. 2006 Projections for Homeland Security Intelligence Fusion and Capabilities; Domestic PreparednessFrom The Terrorism Research CenterAs a conduit for implementing portions of the 2003 Department of Justice (DOJ) National Criminal Intelligence Sharing Plan (NCISP) and Global Justice Information Sharing Initiative's (Global), several states in 2005 have established "Intelligence Fusion Centers," and many more are considering doing so. Additionally, the Homeland Security Advisory Council's (HSAC) Intelligence and Information Sharing Working Group recommended that state-run intelligence fusion centers should also be part of this information sharing effort. These centers are suppose to be an effective and efficient mechanism to share information and intelligence and fight crime and terrorism by merging data from local, state, and federal law enforcement agencies. They are being established to process information from the federal government as well as gather threat information from within state and local jurisdictions. "The concept of the intelligence fusion centers is a real leap forward," said Jeff Vining, a former DOJ employee and current Vice President for Gartner, Inc. "Intelligence fusion centers are red hot for state and local governments, which are becoming not just consumers of intelligence but also collectors of it," he said in a February 2005 Washington Technology article (source). http://www.terrorism.com/modules.php?op=modload&name=WarReports&file=index&view=881
Saddam's Terror Training CampsStephen F. HayesTHE FORMER IRAQI REGIME OF Saddam Hussein trained thousands of radical Islamic terrorists from the region at camps in Iraq over the four years immediately preceding the U.S. invasion, according to documents and photographs recovered by the U.S. military in postwar Iraq. The existence and character of these documents has been confirmed to THE WEEKLY STANDARD by eleven U.S. government officials. The secret training took place primarily at three camps--in Samarra, Ramadi, and Salman Pak--and was directed by elite Iraqi military units. http://www.weeklystandard.com/Content/Public/Articles/000/000/006/550kmbzd.asp The Admissibility of Digital Photographs in Criminal CasesDavid P. NagoskyRepresenting today's trend in photography, digital cameras continue to rapidly replace traditional film-based models. As prices keep dropping, consumer ownership will become even more prevalent. Similarly, law enforcement agencies have begun to favor digital cameras- just the latest in a long line of technological innovations used by departments to collect and document evidence. Digital photography offers law enforcement numerous benefits, including instant access to images, rapid transportability of pictures within a department or to outside agencies, and decreased cost and time as these cameras require no film development. Of course, photographs- which generally hold substantial weight-serve as one of the most effective forms of evidence in court. However, many individuals in the legal community fear the potential abuse and manipulation of digital images. Therefore, they consider these pictures inadmissible under current evidentiary rules. http://www.fbi.gov/publications/leb/2005/dec2005/dec05leb.htm#page1

Those of us that are involved with security or police canines, require the highest quality and durability. When your canine is a pup, you maybe able to get away with low quality equipment that you find at the local pet store, but it won't be long before your canine is stressing the equipment. I recently received two leads from 5-OK-9 (Five-O Canine). Meaning no disrespect to 5-OK-9, but I thought I had heard of all the major manufacturers of canine equipment. Since I had not heard of the company I wondered just how good their stuff could be. After a couple of months of testing their equipment, I found that it met my high standards. Following you will find my evaluation of the two leads along with their specifications. In this case, the SOG Gov-Tac knife, albeit exceptional in its use as a combat weapon, is being evaluated as a field knife for recreational purposes. Don't misundestand: quite often, field knives become "survival" knives because of unexpected circumstances, and you'd better have a damn good knife to help keep you alive. The SOG Gov-Tac is such a knife. The rest of the story: http://www.borelliconsulting.com/recevals/toolknife/soggovtac.htm Frank Borelli
