The Entrepreneurial Spirit

A definition is in order. Privatization, in its broadest sense, is the transfer of assets or service from the tax-supported and politicized public sector to the enterpreneurial initiative and competitive markets of the private sector. The superiority of the latter is now approaching the status of undisputed conventional wisdom: The private sector exacts a toll from the inefficient for their poor performance, compels the service provider or assets owner to concern himself with the wishes of customers, and spurs a dynamic, never-ending pursuit of excellence- all without any of the political baggage that haunts the public sector as elements of its very nature.

DOGS OF PEACE: A POTENTIAL ROLE FOR PRIVATE MILITARY COMPANIES IN PEACE IMPLEMENTATION

Scholars and practitioners generally agree that one of the keys to effective implementation of peace settlements is the provision of strong third party security guarantees.1 The United Nations (UN) has been largely ineffective at this task and great powers who could be effective are often reluctant to act when national interests are not at stake. This paper argues that Private Military Companies (PMCs) may be able to do the job more effectively than the traditional blue helmets.2 This paper addresses two important questions about the potential role of Private Military Companies in peace implementation. First, how can third parties more effectively deliver security guarantees in order to enforce peace settlements in the aftermath of violent conflict? And second, are United Nations military forces the optimum source for strong security guarantees in peace enforcement operations or could PMCs do a better job? Policing in and adjacent to land within "Indian country"1 is often a complex and, at times, confusing jurisdictional puzzle. Solving this puzzle depends on a variety of factors, including whether the crime is a felony or misdemeanor, whether the subjects and victims are Indians, and whether the crime violates tribal, state, or federal law. Many law enforcement agencies (LEAs) have an interest in the answer to these questions. This article explores the complexities of Indian country jurisdiction, including the role of state, local, and federal law enforcement. In addition, the article discusses the various judicial venues in which crimes occurring within Indian country may be prosecuted.

President George W. Bush asked Congress on Tuesday to consider giving him powers to use the military to enforce quarantines in case of an avian influenza epidemic.

A well-placed U.S. military official told CNN that the same intelligence also led to a raid against suspected al Qaeda operatives in Iraq.
There were indications that a terrorist attack on New York's subway system is possible "in the coming days," New York Police Commissioner Raymond Kelly said Thursday.

New Orleans Police Beating Caught on Tape
Two New Orleans police officers repeatedly punched a 64-year-old man accused of public intoxication, and another city officer assaulted an Associated Press Television News producer as a cameraman taped the confrontations.
There will be a criminal investigation, and the three officers were to be suspended, arrested and charged with simple battery Sunday, Capt. Marlon Defillo said.

Feds Prepare for Super-Flu Disaster
A super-flu could kill up to 1.9 million Americans, according to a draft of the government's plan to fight a worldwide epidemic. Officials are rewriting that plan to designate not just who cares for the sick but who will keep the country running amid the chaos, said an influenza specialist who is advising the government on those decisions.
"How do you provide food, water ... basic security for the population?" asked Michael Osterholm of the University of Minnesota, a government adviser who has a copy of the draft plan and described it for The Associated Press.

    Al-Qaida has put job advertisements on the Internet asking for supporters to help put together its Web statements and video montages, an Arabic newspaper reported.

    Ambush also kills two civilian contractors in volatile region

    Two African Union peacekeeping soldiers from Nigeria were killed in an ambush Saturday in Sudan's volatile Darfur region, a senior AU official said, marking the first deaths sustained by the African mission since deploying here last year.
    Two civilian contractors attached to the AU peacekeeping team were also killed in the attack that occurred near Kourabishi, a town in South Darfur state, said the AU's acting head of mission, Jean-Baptiste Natama, in a telephone interview.

    XS Sights 24/7

    So, any excuse to visit Blackwater and shoot free bullets is a good one. Every now and then I actually get invited down there to do something fun and shoot free bullets. XS Sights was nice enough to include me on their list of invitees for a Writers' Round Table event. Now, I hate to say this, but I didn't know anything about XS Sights before attending. I had seen some advertisements for them; I had seen a couple of people with the XS Sights on their weapons; but I never took the time, or had the interest, to get myself educated about XS Sights.

    The past couple of days corrected that. I guess I should start of by saying that I didn't know the idea of a sight which incorporated a dot sitting on a post was such an old idea. I knew SigArms had done it as recently as the late '80s, but I didn't know it existed much before that. Apparently - as was part of my education Friday and Saturday - the idea of a big front dot sitting on a rear post evolved on big game rifles in the 19th century. Hunters, when faced with large, dangerous, fast approaching game apparently came to appreciate the speed with which the big dot could be picked up (visually) and shots placed efficiently. From that idea, a former peace officer named Ashley Emerson took the next step, recognizing that "bad guys" are large, dangerous, often fast approaching animals that have to be stopped with quickly placed shots.

    Revision ANT Tactical Goggles

    About a month ago I had a package thrown at me and was told to "Wring these out and tell me what you think." Inside I found a pair of Revision Military Eyewear's Tactical Goggles. I'm not one to sit on my laurels (despite what Borelli may say), so I grabbed my jump gear and headed out to the drop zone. My initial impression of these goggles was that they fit great and didn't cover much facial area. I prefer a smaller goggle during the summer (especially on the east coast with humidity levels matching the temps), so I was looking forward to jumping these.
