Bush Calls for Military to Lead in Disaster Recovery

U.S. President George W. Bush said lawmakers should consider giving the military a leading role in coordinating rescue operations after a natural disaster or a terrorist attack.
Bush was briefed today on the federal response to Hurricane Rita, which blasted ashore along the Gulf of Mexico coast at the Texas and Louisiana border yesterday, and said the Department of Defense may need to take a broader role in the government response to such events.

Risk Assessments and Future Challenges

By recognizing existing and emerging threats,law enforcement agencies can improve their risk assessment and management programs. Too often, for example, security risk assessments focus mostly on identifying flaws in physical security (e.g., perimeter barriers and screening visitors) without fully recognizing the impact of other security challenges (e.g., internal people problems and cyber threats). Applying a systematic approach of fact finding and balancing costs and benefits should lead to better security and operational decision making.

Terrorism not on most companies' radar

Most companies are unprepared for emergencies wrought by terrorism, according to a survey, but some Fairfield County businesses seem comfortable with their plans. Randy Feranec, safety, health and environmental manager at Stratford's ExxonMobil Chemical Co., said the manufacturing site developed an emergency plan long before the recent bombings. As part of the plan, ExxonMobil has put in a secured place on its premises telephone numbers of all 200 employees as well as walkie-talkies, flash lights and a laptop with crucial contacts.

Bomber Hits Elite Police Unit in Baghdad
A suicide car bomber struck an Interior Ministry convoy in Baghdad on Sunday, killing five police commandos and two civilians, police said.

Terrorist suspect indicted in California
Indictment in case alleges man meant 'to wage jihad in the United States'

One of five men from a Lodi mosque arrested earlier this year was indicted Thursday on federal charges alleging he intended "to wage jihad in the United States."
Hamid Hayat, 22, was already charged with lying to the FBI about attending a terrorist training camp in Pakistan. The new indictment adds the more serious charge of providing material support to terrorists.

    Having been in law enforcement for the past twelve years, I feel safe in estimating that there still aren't that many of us that religiously carry a backup firearm on a daily basis. I've had this conversation with many of the officers that I work with, day in and day out. There probably isn't an excuse that I haven't heard as to why they don't carry a backup. I still haven't heard one that carries any weight with me.

    Much like your body armor that you should be wearing every time you step outside of your house in uniform, your backup gun is added insurance that you set foot back INTO your house upon completion of your shift.

    SnugPak Sleeping Bag

    As the faithful readers of the BTW know I just spent two weeks in New Orleans on contract to Blackwater. I'm home now and have had a couple of days to contemplate the gear I was issued to use while in N.O.. Certainly, the conditions varied from comfortable to, ah, less-than-comfortable, but the gear I was issued was sufficient to keep me at least able to survive. One of those items was a SnugPak Sleeping Bag. Right on the stuff-sack itself it shows that the bag is rated to 32 degrees for comfortable sleeping, or down to 18 degrees for simple survival.

    The mere fact that the sleeping bag fit into a stuff-sack was a strength to me. When I was an MP I was issued a sleeping bag that, when rolled, was 18" long and about 15" across. It was not a small package to pack and/or hump. The infantry was nice enough to issue me the same type of sleeping bag, but the NCOs readily informed me that I wasn't expected to carry it. I was issued two ponchos (one to make a hooch and one to sleep under or wear) and two poncho liners (to be used for sleeping warmth). Of course, the motto "fight light, freeze at night" was a clear indicator that no one expected us to be comfortable when we slept. The Combat Engineers also issued me that same sleeping bag, but... they were nice enough to almost always give me a bunk to put it on. I got spoiled.

    who worked with the evacuees.  I received it from what I believed to be a reliable
    source and I did not check with Snopes.  Very soon after it went out I received a
    response from a reader advising that the information I used was from an unverified
    source according to Snopes.  That means it has not been proven either true nor
    untrue. I should have taken the time to check.  Since I did not check I ask that you
    disregard that portion of the message which was only a short paragraph.  If you

    As some of you have discovered from writing and responding (communicating,
    which involves two or more peole)there are many and greatly varied opinions
    among us.  I readily admit that much of my weekly messages are my opinion that
    has been formed from many years of training, application,observation and
    experience.  I wish only to convey to you what I know from experience that works. 
    Once in a while I rile someone's sensibilities or sensitivities and get a response
    that requires some communication to iron out.  I am not the easiest person in this
    world to get along with but I will always do my best to maintain communication until
    someone tells me they do not wish to communicate with me.  If you write I will respond. 
    I may not agree but I will respond... and be reasonable.

    Today our country is in dire straits again... Hurricane Rita is wreaking havoc in much
    of the same area as Katrina.  Death and destruction are still reigning in Afghanistan,
    Iraq, Iran, Gaza, Africa, most of the Mid-East and much of the rest of the world.
