QUOTES FOR THE WEEK |
The superior man, when resting in safety, does not forget that danger may come. When in a state of security he does not forget the possibility of ruin. When all is orderly, he does not forget that disorder may come. Thus his person is not endangered, and his States and all their clans are preserved.

Training in Israel for Homeland Security
Federal, State and local Law Enforcement Agencies from the US as well as Fortune 500 Security executives travel to Israel - a trip report .
By Henry Morgenstern
What did they learn about Israel's approach to Homeland Security?
The first training day after arrival
After recovering from the 12 hour direct flight to Tel Aviv, the men woke up to and started out with a visit to learn about how Israel defends its critical infrastructure. The Ashquelon Rottenberg power plant supplies 1/5th of Israel's electricity. But it is also about two kilometers from the Gaza strip - very hostile Palestinian territory. Subject to missile attacks with improvised "Kassam" missiles, the men were treated to a lecture on how the plant defends itself.

Reducing a Guilty Suspect's Resistance to Confessing
Applying Criminological Theory to Interrogation Theme Development
By BRIAN PARSI BOETIG, M.S.
Investigators can increase their success in the interrogation room by applying criminological theories of deviance, which attempt to explain the roots of criminal behavior. The theories attribute deviant behavior to a multitude of spiritual, biological, and social factors. Investigators conducting interrogations can apply these principles in an effort to reduce a suspect's resistance to being truthful by exploiting centuries of social science research. Possessing a basic understanding of the theories and how to practically apply them during an interrogation can improve investigators' abilities to facilitate a guilty suspect's transition from denial to admission.

An AP Essay: Is This Happening in America?
By JIM LITKE
Image after image of unrelenting sorrow, layered one atop the other like a deck of haunting cards. A baby held aloft, inches above a sea of desperate faces, gasping for air. The dead left where they've fallen, in plain view, robbed of even the simple dignity of a shroud. Survivors waiting, then begging, then fighting, finally, over food and water.

Sexual predators
Should society allow one strike... or two before putting sexual predators away for life?
"I hope he rots in hell," the words of Mark Lunsford, father of 9-year old Jessica Lunsford concerning 46-year old convicted sexual predator and career criminal John Evander Couey, the man who has confessed to kidnapping young Jessie from her own bed and then sexually assaulting and murdering her while he was under the influence of drugs. Couey's history of inappropriate behavior towards children dates back decades, as does his over-all criminal record, yet the criminal justice system turned him loose on society to stalk and now kill one of our more innocent citizens.

Al-Qaeda chiefs reveal world domination design
THE al-Qaeda master plan to take over the world and turn it into an Islamic state has been revealed for the first time.

Eerie historical parallels
Reports now suggest Iran has set up four camps to train suicide bombers. Administered by the Iranian Islamic Revolutionary Guard Corps, this group is tied closely to the Lebanon-based Hezbollah terrorists. The IRGC also has had many contacts with al Qaeda's Ayman Al-Zawahiri, deputy to Osama bin Laden.
In fact, Iran through the IRGC provides more than $100 million a year to the Hezbollah, in addition to what the terrorist group gets from Lebanese expatriates from Latin America, West Africa to the Far East. Hezbollah also has been involved in planning insurgent attacks on U.S. forces in Iraq in close operational cooperation with al Qaeda.

U.S., Iraqi troops sweep into city of Tall Afar
Force 5,000 soldiers strong begins biggest offensive since Fallujah
It was a clear and quiet dusk, with only the call to prayer echoing from minarets across this city, when a roadside bomb blasted an M1-A1 Abrams tank, shaking nearby buildings and filling the indigo sky with a plume of black smoke.
Crackling small-arms fire clanged off the damaged vehicle from an adjacent house. U.S. soldiers answered with increasingly violent volleys - .50-caliber machine gun bursts, tank rounds and a TOW missile - but the shots from inside the house kept coming. Finally, an ear-splitting succession of five rounds from the tank's big gun reduced the building to flaming rubble and lit the empty streets with white sparks from exploding power transformers.

FRANKS REVIEW |
Tactical Equipment Review:
Night-Ops Gladius LED Flashlight Update
Almost a year ago (23 October 2004) I did a review / evaluation of the Night-Ops Gladius LED flashlight. The light I used for testing was a prototype. Since that time I've had two production Gladius lights to test, and the testing has been much more practical. I've had opportunity to test the claims that the light is waterproof (it is). I've had opportunity to test the functionality of the strobe feature on nere-do-wells (tends to mess with their head). I've had opportunity to use the light during power outages and camping trips. With all that in mind, I thought I'd do an updated review / evaluation to keep our readership informed.
First, a little background on the brains behind the lights: Ken Good is a former Naval Special Warfare Operator (SEAL) who had been assigned to train Navy personnel for shipboard protection while in port. The Navy was kind enough to provide a ship to work on, but no electricity to run the lights below decks. Can you say, "Dark"? So, as the training grew, so did the light use tactics. Vaughn Baker is a former SWAT Operator who teamed up with Ken and together they continued to develop Strategies of Low-Light Operations. A few years back they formed Strategos International and they both had a good idea of what an operators' flashlight should do. They set out to make their vision reality and, with the financial backing of BlackHawk Products Group, Night-Ops was born with its first product: The Gladius.

Ka-Bar D2 Extreme Combat Knife
About five years ago I did some work for a law enforcement periodical that examined knives for police use. The submission we received at that time from Ka-Bar was the D2 Extreme Tool. Their website now lists this knife as the Ka-Bar D2 Extreme Combat Knife. I've had that knife in my collection for these past five years and have taken it out for use now and again. Truth be told, I've taken it out to abuse it now and then.
Those of you who have read my reviews in the past know how I treat knives before I write anything about them. I abuse them pretty bad. They have to cut well. They have to hammer well. They have to accept being hammered on, punched through wood, soaked in salt water, etc. I tend to do my best to destroy knives and the ones that I don't break are the ones I like to keep for use. Why? Because they've proven they can take it. My Ka-Bar D2 is still around and is still one of my favored field knives.

TO AND FOR PEACE KEEPERS OF THE MILITARY AND ALL LAW ENFORCEMENT
AT ALL LEVELS AND ALL OF THOSE IN THEIR SUPPORT SYSTEMS AND ALL
WHO CARE ABOUT THEM AND THEIR WELFARE.
LIFE IS ARBITRARY AND CANNOT BE AVOIDED..OUR COMMANDER-IN-CHIEF IS MERCIFUL TO US, HE MAKES PROVISION WHEN WE REQUEST IT
AS WE ARE INSTRUCTED TO DO!
CATASTROPHE HAS VISITED US AT HOME...
...In the world you have tribulation, trials, distress and
frustration;... John 16:33
but when we ask as we are taught to ask... what we need is promised to
be
provided if we cooperate with the answers.
Arbitrary - that force which comes which we cannot resist, change nor
control...
like the weather (my application).
In this case we had much warning. We knew it was most powerful. We
had a
good indication of where it was going to make landfall. Life in this
world is full
of incidents that we cannot control... we can only prepare and react.
This week
has brought much suffering and tremendous pain. Peace Keeping is
tried
beyond previously known limits in New Orleans.
The great cry comes forth from the stricken inhabitants... "HELP
US!"
and the same cry comes from government on local, state and
federal levels.
King David oft uttered such a prayer... "Help, Lord!". For the
devastated area
help is pouring in and survivors are being moved out to safe places.
People who do not know nor understand logistics weep, wail and blame...
because
lack of the basics of sustaining life... and the horrible threats to
life... they weep, cry
out... and then lash out... this is basic human behavior in such
crisis... and in some
humans it can become most destructive.
People who do know act as quickly and efficiently as possible. In such
a state of
affairs lawlessness comes to public view in images broadcast all over
the world
and into our lives wherever we are... terrorism arises on the home
front practiced
by thugs who cannot be controlled for the moment created by the
catastrophe.
Hundreds of thousands suffer... not able to obtain even the basics of
life....
