**FROM THE EDITOR:**

Good Morning,

How to Win in Iraq

Andrew F. Krepinevich, Jr.
Because they lack a coherent strategy, U.S. forces in Iraq have failed to defeat the insurgency or improve security. Winning will require a new approach to counterinsurgency, one that focuses on providing security to Iraqis rather than hunting down insurgents. And it will take at least a decade. "China sets up squads to combat terrorism"

Submitted by our friends at The Terrorism Research Center (TRC) http://www.terrorism.com
China has set up a new police force in large cities, equipped with helicopters and armoured vehicles, to combat the threat of terrorism and the rising incidence of rioting and social unrest across the country. The squads, to be stationed in 36 large cities, reflect the need for a more professional police force amid concerns that it is currently ill-equipped to manage such issues, scholars and analysts said on Thursday. http://www.terrorism.com/modules.php?op=modload&name=WarReports&file=index&view=551

CNO Speech 2005

On 22 July, Admiral Mike Mullin became the Chief of Naval Operations. Below is his speech. America's military can win wars. We've done it in the past, and I have absolute confidence that we'll continue to do it in the future. We've won fights in which we possessed overwhelming technological superiority (Desert Storm), as well as conflicts in which we were the technical underdogs (the American Revolution). We've crossed swords with numerically superior foes, and with militaries a Fraction of the size of our own. We've battled on our own soil, and on the soil of Foreign lands -- on the sea, under the sea, and in the skies. We've even engaged in a bit of cyber-combat, way out there on the electronic frontier. At one time or another, we've done battle under just about every circumstance imaginable, armed with everything from muskets to cruise missiles. And, somehow, we've managed to do it all with the wrong Army.

That's right, America has the wrong Army. I don't know how it happened, but it did. We have the wrong Army. It's too small; it's not deployed properly; it's inadequately trained, and it doesn't have the right sort of logistical support. It's a shambles. I have no idea how those guys even manage to fight.

PORT SECURITY

By Andrew Blong
On Sunday, 14 March, 2004, at 16:30 hours, two blasts occurred in the Israeli port of Ashdod. One explosion went off inside the closely guarded port compound and one detonated outside the concertina wired fence. The double suicide terror attack overwhelmed the security team at the port. A terror attack against a sensitive, strategic and closely guarded target such as Ashdod port evidences an unanticipated increase in the brazenness of terrorist attacks. Despite the rigorous security protocol and highly trained security team, the suicide bombers were successful at wreaking havoc at the port. Ashdod is the best protected port in the world. If Ashdod can be hit, all other ports must be vulnerable to such attacks. The implications for port security and international maritime commerce are numerous and pressing. http://www.blackwaterusa.com/btw2005/articles/082905port.html

BREAKING NEWS FOR THE PROFESSIONAL

March (crime) madness

This is the first installment of two parts.
The month of March is better-known for the beginning of spring, the celebrations of Easter and St. Patrick's Day- and even the flurry of activity surrounding the battle between college basketball's best teams. But this March 2005 was especially eventful in the world of law and order.
Let's revisit last month's "A Profiler's Perspective" for an update on the cases studied, and for additional lessons learned.

March (crime) madness
Convicted sex offenders and school shootings remind us that children are the most tragic victims

This is the final installment of two parts.
We continue reviewing last month's "Profiler's Perspective" for an update on the cases studied.
The month of March continued to keep crime and criminals in the headlines. Young Jessica Lunsford was kidnapped, sexually assaulted, and murdered; while a school shooting rampage in Red Lake High School in Minnesota brought back painful memories of Columbine.
How much more is at stake when children are at risk, and what as a nation are we willing to do?

Millennium bomber's sentence draws flak
Prosecutors say 22 years is too short for Los Angeles airport plot

Federal prosecutors said Friday they will appeal the 22-year prison sentence imposed on Ahmed Ressam, an Algerian convicted of plotting to bomb Los Angeles International Airport on the eve of the millennium.
The sentence that a judge handed down last month was significantly lower than the 35 years prosecutors had recommended.

The Invasion Of The Chinese
Cyberspies (And the Man Who Tried to Stop Them)

It was another routine night for Shawn Carpenter. After a long day analyzing computer-network security for Sandia National Laboratories, where much of the U.S. nuclear arsenal is designed, Carpenter, 36, retreated to his ranch house in the hills overlooking Albuquerque, N.M., for a quick dinner and an early bedtime. He set his alarm for 2 a.m. Waking in the dark, he took a thermos of coffee and a pack of Nicorette gum to the cluster of computer terminals in his home office. As he had almost every night for the previous four months, he worked at his secret volunteer job until dawn, not as Shawn Carpenter, mid-level analyst, but as Spiderman-the apt nickname his military-intelligence handlers gave him-tirelessly pursuing a group of suspected Chinese cyberspies all over the world. Inside the machines, on a mission he believed the U.S. government supported, he clung unseen to the walls of their chat rooms and servers, secretly recording every move the snoopers made, passing the information to the Army and later to the FBI.

The Fallout: The Things They Carry
The psychological toll of war-and how the military has learned to treat stress disorders since the Vietnam era.

Posttraumatic stress disorder (PTSD) doesn't leave a visible battle scar. That may be one reason it's hard to quantify just how many soldiers suffer from it. In July 2004, a report in The New England Journal of Medicine estimated that 17 percent of soldiers returning from Operation Iraqi Freedom had PTSD-related symptoms. But Alfonso Batres, who heads the Department of Veterans Affairs' (VA) Readjustment Counseling Service, believes the rate is now higher-and growing. http://www.msnbc.msn.com/id/9024783/site/newsweek/

The Military: Walking Among the Dead
A Marine won acclaim for one of war's toughest tasks. But did he try to add to the body count?

On the roof of an old airplane hangar outside Fallujah, spelled out in sandbags arranged as crude letters, is the Marine Corps credo, NO ONE LEFT BEHIND. In all wars, U.S. Marines take extraordinary risks to get their dead and wounded off the battlefield. Inside the hangar, the mortuary unit tries to honor that spirit as they carefully reassemble the bodies of dead Marines ripped apart by roadside bombs or shot up in fire fights.

FRANKS REVIEW

Tactical Equipment Review:

3rd Annual 90MPH WMHOF Counter-Terrorism Conference

I had the great pleasure this past week of attending the 3rd Annual 90MPH With My Hair On Fire Counter-Terrorism Conference along with the Neil Roberts Awards Banquet. For this week's review I want to tell you a little about the Conference, a fair amount about the Awards Banquet, and give you some ideas of the manufacturers that were there whose products we'll see in upcoming reviews.

This Conference and Awards Banquet is the brainchild of "Chief" Steven C. Bronson, USN retired, owner of Tactical Waterborne Operations. I attended the first 90MPHWMHOF Conference and had the pleasure (in '03) of listening to LtCol Dave Grossman give his presentation. The Awards Banquet was emotionally stirring and I didn't see how it could be repeated. I missed last year's, but made sure to be on hand for this year's. Remembering how fantastic the first one had been, I was looking forward to a good three days, but I wasn't really expecting the same emotional impact that I got in '03. Little did I know..

Recreational Equipment Review:

The Marlin 94 .30-.30 Lever Action Rifle

Like most boys my age (of course I'm not a boy anymore) I grew up enchanted with cowboys and Indians, cops and robbers, the old west and mountain men. Television heroes like The Lone Ranger, and movie heroes like John Wayne brightened my days. And it seemed to me like every one of those cowboys had a lever-action rifle of some kind. So, throughout most of my childhood I pictured myself on horseback, single-handedly slinging the rifle down and back up by the lever to feed in the next cartridge - because I had to hold the horse's reins with the other. As I got older reality set in, but my fascination with the lever-action didn't dwindle. Just after I turned 18 I went out and bought my first Marlin 94.

Now in all those movies I had never once seen a cowboy or mountain man rub his shoulder after shooting the rifle. In fact, it almost looked like he could do it one handed. So you can imagine my (uneducated) surprise when I fired that first .30-.30 round. I was all of five feet ten inches tall and weighed (soaking wet) maybe 140 pounds. The butt plate on the rifle was a thin strip of plastic. No padding. Ouch. Those days are a few years past and I've a little more organic padding of my own (can you say, "fat" and some muscle?). I've learned more about firearms and improved my shooting techniques so I'm not getting hit quite so hard. And I still have a Marlin 94 .30-.30 lever-action rifle in my gun safe. Since it's the only weapon I have that I consider usable for hunting anything other than squirrel and rabbit, I thought I'd take a look at it for this week's review.

TO AND FOR PEACE KEEPERS OF THE MILITARY AND ALL LAW ENFORCEMENT
AT ALL LEVELS AND ALL OF THOSE IN THEIR SUPPORT SYSTEMS AND ALL
WHO CARE ABOUT THEM AND THEIR WELFARE.

LIFE IS ARBITRARY AND CANNOT BE AVOIDED..OUR COMMANDER-IN-CHIEF IS MERCIFUL TO US, HE MAKES PROVISION WHEN WE REQUEST IT AS WE ARE INSTRUCTED TO DO!

I had the opportunity to open The TwoBoatGuy  COUNTER-TERRORISM
CONFERENCE
here in Virginia Beach with the above prayer.  For three days I
was in the company and presence of some of the most  useful and powerful
people in this world.  Most of them battle seasoned Peace Keepers of both
the military and law enforcement.  I was privileged to be among them for three
nights and two days.  The only available adjective to describe this experience is
awesome.  Included among them were several authors of well known books on
warriors and military history.

Much very useful information was made available to us.. Information that we can
use in the war on terror on both the home front and foreign fields.  As valuable as
the information was and is.. it was also awesome to converse with and listen to
other Peace Keepers and gain from their experiences.  It was even more awesome
to renew old acquaintances from times past.

This was one of the most rewarding weeks I have ever journeyed through.. and
also one of the most taxing on stamina and energy.  Long days.. long nights..
little sleep.. and some exhilarating surprises.

Can you imagine a church where only one person shows up for Sunday services?
