Terrorism: Can You Trust Your Bathtub?

Recently a well-known institute in Washington, DC, sponsored a conference on "Combating Terrorism, Preserving Freedom." Although many educated and informed insights were presented at this forum, the chairman of the institute, as well as one of its policy analysts offered unexpected viewpoints. The chairman cautioned the audience to "..put terrorism in perspective. Less than 2,000 Americans total have lost their lives to terrorists," he stated, "which is far less than fatalities on our interstate highways each year." The analyst went further to imply that more Americans lose their lives to ladders and bathtub accidents each year than to terrorism. Unfortunately this viewpoint by the institute set the tone for the entire conference.

Manhunting: A Methodology for Finding Persons of National Interest
The asymmetrical threats that challenge U.S. national policies are not large standing armies, but rather individuals who seek to usurp and coerce U.S. national interests. The nature of today's threats call for the U.S. military to change from finding, fixing, and destroying the enemy's forces to identifying, locating and capturing rogue individuals in order to destroy networks. To counter such threats, the USG will have to quickly and efficiently identify and find these targets globally.
Unfortunately, no military doctrine, framework or process currently exists for finding and apprehending
these Persons of National Interest (PONIs). Since military planners and intelligence analysts are neither educated
nor trained in the methods or procedures necessary to find and capture PONIs, this thesis will propose a
methodology to do so. This involves the development of an analytical process, and an organizational structure and
procedure to identify and locate PONIs. Consequently, the United States government's ability to prosecute the war
on terrorism today, and to find and apprehend PONIs in the future, depends on its ability to develop and
institutionalize a comprehensive manhunting strategy now.

Risk Assessments and Future Challenges

By recognizing existing and emerging threats,law enforcement agencies can improve their risk assessment and management programs. Too often, for example, security risk assessments focus mostly on identifying flaws in physical security (e.g., perimeter barriers and screening visitors) without fully recognizing the impact of other security challenges (e.g., internal people problems and cyber threats). Applying a systematic approach of fact finding and balancing costs and benefits should lead to better security and operational decision making.
The analytical risk management (ARM) process is a systematic and interactive approach for identifying and evaluating assets, potential threats, and existing vulnerabilities, along with calculating risks and determining requisite countermeasures.1 Departments can view the ARM process as three interacting spheres of assets, threats, and vulnerabilities. Where these three areas merge, or overlap, are the calculated risks. Once a department's risk managers determine the risks, then they can select appropriate countermeasure options to mitigate them. Most important, ARM can service both security and operational assessments.

LONDON, England -- Brazilian officials are due to fly to Britain this week to talk to investigators examining the police shooting death of Jean Charles de Menezes on the London Tube.

Airline Security Changes Planned
Threats Reassessed To Make Travel Easier for Public
The new head of the Transportation Security Administration has called for a broad review of the nation's air security system to update the agency's approach to threats and reduce checkpoint hassles for passengers.
Edmund S. "Kip" Hawley, an assistant secretary of homeland security, directed his staff to propose changes in how the agency screens 2 million passengers a day. The staff's first set of recommendations, detailed in an Aug. 5 document, includes proposals to lift the ban on various carry-on items such as scissors, razor blades and knives less than five inches long. It also proposes that passengers no longer routinely be required to remove their shoes at security checkpoints.

Some 300 seats were set aside so victims of the deadly bombing at the 1996 Olympics and two other blasts could join others in court to see Eric Rudolph sentenced to life behind bars.
But only about half the victims were likely to show up Monday, partly because a previous sentencing in Alabama turned into a forum for Rudolph's anti-abortion, anti-gay views, and partly because they believe it's time to move on.

DEA: Sting fells cocaine, heroin, meth rings
160 held in U.S., Dominican Republic, Colombia after 10-month operation
Drug enforcement agents have arrested some 160 people in four U.S. cities and two countries and have broken up three major drug transportation rings with international ties in a 10-month drug-trafficking sting revealed Friday.
The Drug Enforcement Administration said the people arrested were involved in 27 U.S. distribution groups that have moved enough methamphetamine into the United States to have provided the drug to more than 22,700 users a month.

Ex-worker at Halliburton unit guilty of fraud
Former employee accepted kickbacks from Iraqi company seeking contracts
A former employee of a Halliburton Co. subsidiary pleaded guilty Friday to accepting more than $100,000 in kickbacks from an Iraqi company in exchange for securing it a U.S. military construction contract, prosecutors said.
Glenn Allen Powell, 40, of Cedar Park, Texas, will be sentenced Nov. 18 in federal court for major fraud against the United States and violating the anti-kickback act. He faces 10 years in prison on each count and up to $1.25 million in fines.

Britain weighs secret courts for terror suspects
London also considers extending time of arrest without charge
Britain is considering setting up secretive courts to make it easier to prosecute terrorist suspects - and to hold them without charge for longer than the current 14 days - as part of the crackdown following the deadly London bombings, officials said Tuesday.
The Home Office said it was weighing changing the pretrial process to deal with particularly sensitive terror cases, with the aim of "securing more prosecutions." Currently, terror suspects can be held for two weeks without charge; after they are charged, police can no longer question them. Police have asked the government to extend this period to three months.

Top general: Army preparing for 4 more years
Troop level in Iraq would remain the same thru 2009
The U.S. Army is making plans to keep the current number of soldiers in Iraq -- well over 100,000 -- for four more years, the Army's top general said Saturday.
In an Associated Press interview, Gen. Peter Schoomaker said the Army is prepared for the "worst case" in terms of the required level of troops in Iraq. He said the number could be adjusted lower, if called for, by slowing troop rotation or by shortening tours for soldiers.

Pentagon memo lays out airspace security needs for Homeland Security
As the Department of Homeland Security debates making changes in how it helps patrol the skies over Washington, the Pentagon has weighed in on the subject, telling the department it favors a strong law enforcement presence over more guns in the air.
"They want badges, not bullets," said a DHS source familiar with a classified Pentagon memo dated July 20, that includes a Memorandum of Agreement intended to carry the signatures of Defense Secretary Donald Rumsfeld and DHS Secretary Michael Chertoff.

The government is grabbing firearms from U.S. airline travelers at a record pace, according to information obtained by MSNBC.com.

Bush restarts program targeting smugglers
Resumes policy allowing downing of planes thought to carry illegal drugs
President Bush on Wednesday authorized the United States to continue helping Colombian authorities ground or even shoot down planes suspected of carrying illegal drugs.
The program was put on hold in 2001 when a small plane carrying American missionaries was shot down over Peru. Bush resumed surveillance flights over Colombia on an annual basis in August 2003, but the program remains on hold in Peru.

You know, some guys are gun guys. Some are knife guys. Those are the guys that have fixed interests and they know an awful lot about one or the other - or some other piece of gear. But virtually every soldier or cop who's been on the job for any length of time knows how important his boots are. Further, since he spends so much time on his feet and depends on them to support him without pain or discomfort, quality boots become a commodity that he's willing to pay a few extra bucks for.
Boots that break in, rather than boots that break in your feet, are essential. I recently received a pair of boots from 5.11 Tactical and was, frankly, quite surprised at how well this clothing company has executed this line of footwear. I've kind of always believed that a company should stick to what it's good at. I like Royal Robbins and thought 5.11 Tactical should stick with clothing. Their watch proved of high value and their boots are following right in line.

BlackHawk HydraStorm Disposable Bladders
OK, so some folks might be wondering what this review is doing in the Camping & Backpacking section of our Recreational Equipment evaluations. It's here for lack of a better place to put it in the recreational reviews. Virtually all outdoor (and some indoor) activities can make you sweat, and sweat or not, you need to stay hydrated. As a Cub Scout lo those many years ago I learned that I was supposed to always have a canteen with me anytime we hiked, camped, or did anything else that required us to spend time walking.
I remember kids getting dysentery because they didn't keep the old metal one-quart canteens clean. Plastic canteens came along and things didn't change much. When hydrations systems - soft bladders to carry liquid spread out on your back rather than in a bundle on your hip - were developed the cleaning challenge didn't go away. In fact, it got a little more difficult. Now we had tubes to keep clean and bladders that weren't easy to reach into. Special cleaning kits were made and are useful for maintenance. However, I have come to the belief that the absolute best way to have a fresh clean bladder every time is to use a new one. That can be expensive - unless you're using the BlackHawk HydraStorm Disposable bladders.

It is not easy in all circumstances to let go of strong negative
emotions and not
blame someone else when a loved one does not come home without injury..
or does not come home alive..
Some interventions bring very good, pleasant results.. others bring
catastrophic
results.. most other interventions fall some place in between these
extremes..
and the view of the outcome is determined by who the viewer is, whether
participant, observer or recipient of the outcome. The intervention by
a Peace
Keeper is never needed until someone else fails, makes a mistake or
breaks a
rule of law or rule of the society in which the incident takes place.
Natural interventions or acts of God fall into the same process. It
depends upon
the attitude of the person being affected. Sometimes a rain storm is
hated
because it altered plans for an outing which was ruined.. those
hindered then
have the choice to be upset.. or to make new plans. Sometimes no
amount of
planning or even advance notice makes any difference in outcome.
Sometimes
the only thing affecting those people affected by an incident is their
own attitudes
