**FROM THE EDITOR:**
Good Morning,

BLACKWATER WINS 2005 CORPORATE SURVIVOR CHALLENGE!

This past weekend, ten Blackwater employees competed in the Corporate Survivor Challenge held at Virginia Wesleyan College. The event was held to support the regional non-profit organization, "REACH" - Reading Enriches All Children. REACH provides reading literacy programs for at-risk homeless children in the Hampton Roads area. The Blackwater team consisted of: Phil Hurni, Danielle Morrison, Tony Valusek, Rebecca Voorhees, Patrick Weinert, Julie Garza, Darrick LeMaster, April Ritchie, Bob Tannenholz, and Lacey Griffith.
The competition was made up of ten events from a water balloon toss (at kids) to the "dizzy izzy" to an obstacle course. Other teams included, GEICO, Navy Federal Credit Union, HSBC, Booz Allen Hamilton, Financial Alternatives, the U. S. Coast Guard and the U. S. Navy.
Chris Taylor, VP for Strategic Initiatives at Blackwater and a Board Member for REACH said, "This was a great opportunity to support kids who through no fault of their own find themselves in desperate situations. Our team came out and competed as hard as they could, had a lot of fun, and at the same time helped a worthy cause. Blackwater has always supported community efforts and this one truly makes a difference. We'll be back next year to defend our title."

"Terrorism not on most companies' radar"

Submitted by our friends at The Terrorism Research Center (TRC) http://www.terrorism.com
Most companies are unprepared for emergencies wrought by terrorism, according to a survey, but some Fairfield County businesses seem comfortable with their plans. Randy Feranec, safety, health and environmental manager at Stratford's ExxonMobil Chemical Co., said the manufacturing site developed an emergency plan long before the recent bombings. As part of the plan, ExxonMobil has put in a secured place on its premises telephone numbers of all 200 employees as well as walkie-talkies, flash lights and a laptop with crucial contacts. http://www.terrorism.com/modules.php?op=modload&name=WarReports&file=index&view=546

    Active Shooter Training Evolution:
Adapting Immediate Response Training To Terrorist Team Attacks

    By: Frank Borelli
When I took my first Active Shooter Response Training it occurred to me that the tactics I learned were:
    1) militaristic in nature. A four-man diamond is an infantry structure suited to one fireteam - which is comprised of four men, and
    2) relatively inflexible as a result of limited training time and rigid policy / protocols put forth by police agencies.
Now I don't consider either of those observations negative in nature, but both of them can be restrictive. When you develop your tactics around a four (or five) man diamond formation, the officers involved may not be operationally experienced enough to adapt the tactics to the circumstances that face them. Further, as important as policies and protocols are, they are both developed to manage the majority of scenarios - not 100% of them. So, there may come a time where the officers comprising the entry team may have to make and act on the decision to perform an action that is outside of policy.

Special Briefing: Jihad: Who's joining, and why?

By Dan Murphy and Howard LaFranchi
Is the global jihad spreading to Europe?
It seems clear that this is happening. Events like the London bombings, as well as online postings by Islamist extremists calling Muslim brethren in Western countries to action, suggest to many counterterrorism experts that the global jihad has entered a new phase. All of the members of the London terror cells were longtime residents of Britain, and some were born there, confirming the view that Islamist extremism has taken root. While attacks appear to have ebbed in places such as Indonesia, they have spread to what experts consider the fertile ground of the "ummah" or Islamic community of Europe.

    Security Cameras Multiply in Manhattan
Six surveillance cameras could be seen peering out from a chain drug store on Broadway. One protruded awkwardly from the awning of a fast-food restaurant. A supersized, domed version hovered like a flying saucer outside Columbia University. To the dismay of civil libertarians and with the approval of law enforcement, they've been multiplying at a dizzying rate all over Manhattan.
"As many as we find, we miss so many more," Alex Stone-Tharp, 21, said on a recent afternoon while combing the streets, clipboard in hand, counting cameras in the scorching heat.

FBI Warned Police of Possible Terrorist Attacks in New York City, L.A., Chicago
The FBI has warned police that al-Qaida cells might use fuel trucks as weapons to attack Los Angeles, New York and Chicago, but officials stressed Thursday the warning was based on uncorroborated intelligence.
The warning was distributed Tuesday via a computer network by FBI officials in Los Angeles to law enforcement agencies primarily in California, said FBI spokeswoman Laura Eimiller.

Stress - The Silent Cop Killer
Make no mistake about it. Stress is deadly. The average cop is much more likely to die from stress than from bullets, car accidents, or other headline grabbers. Stress is called the silent killer because we are often not aware of its effects. Indeed, we often don't even know that we are under stress until its too late-like finding out that we have high blood pressure, heart disease, or other serious medical problems.
Here's how it might go down. Lately, you haven't been feeling quite right. Lot of stomach gas, you seem to be tired all the time, and generally just feel out of sorts. So, finally, you visit the doctors office. After an examination, you get the word: your condition is serious and it appears to be stress-related. You look stunned. You ask yourself how could this happen? After all, you're still relatively young. You're a cop. Sure, there's a lot of stress on the job, but you can handle it. Hell, you're Superman (or Superwoman). You can leap tall buildings in a single bound while carrying doughnuts in both hands!.

Iran resumes nuclear work; the West scrambles
Iran's resumption of uranium conversion Monday is set to be taken up at an emergency meeting of the International Atomic Energy Agency Tuesday - a move that could result in referral of the Iranian nuclear issue to the United Nations Security Council.
The council, in turn, could set in motion an international effort to isolate Iran politically and economically, something Iran has long wished to avoid.

Britain bars radical Muslim cleric's reentry
Plans deportation of 10 others in wake of tough new anti-terror laws

Britain on Friday barred radical Muslim cleric Omar Bakri from returning to the country that was his home for the past 20 years, saying his presence was no longer "conducive to the public good." The decision came as the country's top legal official defended plans to deport another radical Muslim cleric and nine other foreigners suspected of posing a threat to national security.
The moves are an indication of the dramatic impact of last month's transit bombings in a country until recently regarded as something of a safe haven for radicals.

U.S. Raids Suspected Chem Facility in Iraq
U.S. troops raided a suspected insurgent chemical weapons factory in northern Iraq, finding about 1,500 gallons of dangerous substances, the U.S. military said Saturday.
Lt. Col. Steve Boylan, a military spokesman, said 11 chemicals were found in the hideout in Mosul, 225 miles northwest of Baghdad, ``which are dangerous by themselves, and mixed together they would become even more dangerous.''

US warns of new attacks on London
AMERICAN intelligence chiefs have warned that Al-Qaeda terrorists are plotting to drive hijacked fuel tankers into petrol stations in an effort to cause mass casualties in London and US cities in the next few weeks.
The leaked warning, contained in a bulletin issued by the US Department for Homeland Security last week, says the attacks aim to create catastrophic damage at about the time of the fourth anniversary of the September 11 attacks on New York and Washington.

    FRANKS REVIEW

    Tactical Equipment Evaluation

    5.11 Tactical H.R.T. Watch

I'm a digital watch fan. I have been ever since, in my late teenage years, I acquired my first Casio. It was solar power recharged and have five alarms. It was rated water resistant to 100 meters (330 feet). I wore it on a velcro strap and was excited to put it on every day... at least for the first couple of weeks. I eventually lost it body surfing in the ocean. With that personal tidbit said, the 5.11 Tactical H.R.T. Watch is so far advanced of that Casio, comparing them both at watches isn't fair to either one.

Recently introduced by 5.11 Tactical - famous for their line of tactical clothing (to include the well known "Royal Robbins" pants) - the H.R.T. Watch was specifically designed to serve someone who operates behind a weapon. More specifically, it was designed for the shooter who operates as a sniper, or "Precision Marksman". Let's review the general use features of the watch and then we'll take a look at how it can serve the sniper.

    The Irreplaceable Poncho

When I went into the Army as a Military Policeman in 1982, I was issued half a tent, otherwise called "a shelter half". When I asked what I was supposed to do with half a tent I was told, "Find a buddy that has a matching half." Together we made a whole tent. When I went into the Maryland Army National Guard some years later - in a Light Infantry unit - I wasn't even issued half a tent. I was issued two ponchos, one poncho liner and one sleeping bag. When I asked about shelter I was told to make a "hooch" out of a poncho. Then I was told that the sleeping back was optional in the field. "Fight light; freeze at night." Oh, joy...

But I was intrigued at the same time. A "hooch"? That wasn't anything I'd learned during my first term of service. What I was taught - first night out - was how to set up a single poncho so as to be unobtrusive, sufficient shelter from precipitation, and not a sail if the wind kicked up. Ever since then I've always kept a poncho tightly rolled or folded in my pack anytime I'm heading out hiking, camping, etc. Below I'm going to review several general utility uses for the poncho (besides the obvious rain protection) and how to use one as an emergency shelter.

    Expressing thankfulness...

Thank you for who you are and for what you do and have done for the peace,
safety, security of life in this world.  Even if you have never fired a shot... even if
you have never delivered a strike to or against anyone... even if you have  not
yet had to place yourself into personal danger... even if you are the newest of the
    new of Peace Keepers...
THANK YOU FOR TAKING YOUR PLACE IN THE THIN LINE OF GOOD

Life as we know it could not exist without you!!!

I know the cost to you for your being who and what you are.  I look back over a
very, very long career and remember some of those costs.  I remember the times
I wanted to stay home and not go out on a night shift... I remember the times that
no one around me understood why I had to do the job.  I remember the people
who went away when I decided to stop being one of the herd of mediorocity and
took my place in the line.  While I have been in this place in Peace Keeping I have
learned firsthand the cost in aloneness... the longing for this world to be different
than it is... I remember the things it cost me while I was trying to bring about
changes in the world around me and in the world inside me.  Can I, in this looking
back, say that it was worth the trip from the beginning of my career to here?

Yes, it was worth all the costs... and it is worth all the costs that I am still paying...
and it is worth the costs of making all the transitions necessary from then until I
finally end this tour of duty we call life.  Would I change the journey?
