The Law Enforcement Intelligence Function
State, Local, and Tribal Agencies

Law enforcement intelligence has changed dramatically since the terrorist attacks of September 11, 2001. Fueled by the need for more widespread information sharing and a higher quality of intelligence for counterterrorism, these reforms also have helped law enforcement agencies investigate criminal enterprises and prevent crimes of all types.
With the development of the intelligence-led policing (ILP) philosophy and its operationalization through the National Criminal Intelligence Sharing Plan (NCISP), state, local, and tribal law enforcement organizations have begun to revisit their roles in intelligence processes. Agencies that have intelligence units should reexamine their operating policies and guidelines to ensure consistency with national standards, contemporary laws, and current acceptable practices. Those without such units need to develop some type of intelligence capacity, even if it consists of only one person trained to understand the language, processes, and products available. This individual can serve as the department's intelligence contact point, as well as the conduit to disseminate information to those who need it.
The foundation of developing an intelligence capacity rests on understanding its role in the overall mission of the organization. ILP serves as the contemporary model for this function.1 Emerging as a concept following an International Association of Chiefs of Police (IACP) summit on intelligence and information sharing, ILP seeks to provide guidance on operational activities based on empirical evidence objectively assessed and analyzed.2

Pseudo Operations and Counterinsurgency: Lessons from Other Countries. U.S. Army War College Strategic Studies Institute.

This monograph examines the role of pseudo operations in several foreign counterinsurgency campaigns. Pseudo operations are those in which government forces disguised as guerrillas, normally along with guerrilla defectors, operate as teams to infiltrate insurgent areas. This technique has been used by the security forces of several other countries in their operations, and typically it has been very successful. A number of factors must be taken into account before attempting pseudo operations, especially their role in the intelligence and operational systems. Although it is likely that most insurgent movements have become more sophisticated, many of the lessons learned from previous pseudo operations suggest their continued usefulness in counterinsurgency campaigns.

LET OBJECTIVES DICTATE YOUR TACTICS

Several years ago police officers were dispatched to a call of a suicidal subject. A man was armed with a high powered rifle and was threatening to kill his wife and himself. The first officers arrived and began setting up a perimeter. Without warning, the wife ran out of the house and was grabbed by perimeter units. Her exit was followed by the sound of a gunshot from within the residence.
One of the officers transmitted 'Shot fired inside'over the radio. Immediately a field commander, who was enroute but not on scene, ordered the officers over the air to 'Make entry'. They did, and found the male at the top of the stairs, dead from a self-inflicted gunshot wound. The officers also realized that they had been extremely lucky on that call. The male's position at the top of the stairs looked right down into the kill zone: the front entryway. The officers' body armor would have been no match for the powerful .308 rounds in the suspect's hunting rifle. The suspect could have killed the officers before they even figured out where the shots were coming from.

Israel Plans High-Tech Barrier Around Gaza

Israel is increasing security at its border with the Gaza Strip in anticipation of next month's withdrawal, the army said Thursday, disclosing details of a high-tech complex to ring the coastal strip with what it hopes will be the world's most impenetrable barrier.

Synthetic viruses: A new bio-terror threat?

Drawing Down Iraq
Drastic troop cuts are in the Pentagon's secret plans.

Donald Rumsfeld doesn't like long-term occupations. He's always made that clear. After U.S. forces took Baghdad, the Defense secretary had plans to reduce the U.S. presence in Iraq to 40,000 troops by the fall of 2003. Then the insurgency struck.
Now Rumsfeld is quietly moving toward his original goal-three years late. The Pentagon has developed a detailed plan in recent months to scale down the U.S. troop presence in Iraq to about 80,000 by mid-2006 and down to 40,000 to 60,000 troops by the end of that year, according to two Pentagon officials involved in the planning who asked not to be identified because of the sensitive nature of their work. Their account squares with a British memo leaked in mid-July. "Emerging U.S. plans assume that 14 out of 18 provinces could be handed over to Iraqi control by early 2006, allowing a reduction in overall [U.S. and Coalition forces] from 176,000 down to 66,000," says the Ministry of Defense memo.

Off-Duty & Plainclothes Retention Holsters

Last week I looked at an Uncle Mike's Pro3 holster that I'd modified for my 1911 pistol. In the course of that week, I've received a couple of emails requesting information about retention holsters for off-duty or plainclothes use. In an ideal world, a holster with equal retention features to our duty holsters, but easily hidden and immensely comfortable would be easy to find. Unfortunately, we don't live in an ideal world. The best we can hope to find is a holster that is comfortable; that secures the weapon to our satisfaction; and from which we can present the weapon without delay.

In pondering this review, I had to use the off-duty holsters that I have available. So, this week we're going to take a look at an Uncle Mike's Kydex dual retention holster; a BlackHawk CQC dual retention holster; a DeSantis Chek-Mate dual retention holster; and an Uncle Mike's Pro3 triple retention Off-Duty holster.

Extrema Ratio R.E.S. Knife


The first Extrema Ratio knife I tested - the Fulcrum Testudo - proved stronger than I expected and performed exceedingly well. But, it was a fixed blade and it's fairly easy to manufacture a strong fixed-blade knife. What isn't as easy to manufacture is a dependable folding knife. That's not to say that plenty of manufacturers don't do it because there are a great many decent folders available in the marketplace. However, finding one that you are literally willing to bet your life on may not be so easy.

The R.E.S., which stands for Rescue Escape Survival, is a three-blade folder built to the specifications of a group of helicopter pilots in the Italian Army's Special Operations Forces Aviation section. Just knowing that made me feel better. Here's a knife designed to serve specops helicopter pilots in the event they go down. The design, as specified, had three purposes:
1) Cutting safety belts (nylon webbing);
2) Glass and plexiglass breaking;
3) Field work (survival in a hostile environment).

I have no spouse to care for nor about.  She died over three years ago.
I have three surviving grown children... One son was killed last summer in a  motor
       vehicle crash.
    One is a recovering addict, currently doing well...
    One is a very successful professional...
    One is living with me and has been determined by physicians to have an
        untreatable, inoperable tumor and until just a few days ago she had given
        up and was ready to die and depart this world.

Several days ago one of my closest friends in ministry came to see the daughter
who is living with me.  He had been contemplating and praying about her
situation.  He had received a message he needed to convey to her.  He brought
that message to her... shared it with her... and she received it and acted upon it.
Since then she has been a very different person.  Her sister asked her, "What did
you do with my sister?"  Now this daughter is looking forward to living and not to
dying.  Now she is making plans to further her life in spite of the infirmity in her body. 
Now she is excited about the new things she is learning and experiencing... and like
a little child with a new toy... excitedly running to me often with questions and sharing
new discoveries.  At no time in her 43 years has she ever been like this.
