**FROM THE EDITOR:**

Good Morning,

Memorial Day

Originally called Decoration Day, is a day of remembrance for those who have died in our nation's service. There are many stories as to its actual beginnings, with over two dozen cities and towns laying claim to being the birthplace of Memorial Day. There is also evidence that organized women's groups in the South were decorating graves before the end of the Civil War: a hymn published in 1867, "Kneel Where Our Loves are Sleeping" by Nella L. Sweet carried the dedication "To The Ladies of the South who are Decorating the Graves of the Confederate Dead" (Source: Duke University's Historic American Sheet Music, 1850-1920). While Waterloo N.Y. was officially declared the birthplace of Memorial Day by President Lyndon Johnson in May 1966, it's difficult to prove conclusively the origins of the day. It is more likely that it had many separate beginnings; each of those towns and every planned or spontaneous gathering of people to honor the war dead in the 1860's tapped into the general human need to honor our dead, each contributed honorably to the growing movement that culminated in Gen Logan giving his official proclamation in 1868. It is not important who was the very first, what is important is that Memorial Day was established. Memorial Day is not about division. It is about reconciliation; it is about coming together to honor those who gave their all.

    Focus: Europe

From our friend at THE TERRORISM RESEARCH CENTER
Pressure is growing on the United States to respond to allegations that its agents were involved in spiriting terrorist suspects out of three European countries and sending them to nations where they may have been tortured. In Italy, a judge said this week that foreign intelligence officials "kidnapped" an Egyptian suspect in Milan two years ago and took him to a U.S. base from where he was flown home.

    Islamic Hall of Shame

    By Joel Mowbray
    FrontPageMagazine.com | May 27, 2005
In the first of its kind for an event organized by a major national Muslim organization, Kamal Nawash and the Free Muslims Coalition (FMC) recently held the Free Muslims March Against Terrorism. Not surprisingly, the leaders of every other major Muslim organization shunned the march and declined to take a public stand against terrorism and extremism.
Noticeably missing from the list of over 80 sponsors Nawash rounded up was any of the Muslim groups that claim to be moderates, such as the Council on American-Islamic Relations (CAIR) and Muslim Public Affairs Council (MPAC). Though these groups pay lip service to opposing terrorism, they couldn't put their money where their mouth is and bring themselves to stand side-by-side with the Free Muslim Coalition. http://frontpagemagazine.com/Articles/ReadArticle.asp?ID=18209

Use of Force, Civil Litigation, and the Taser
    One Agency's Experience

By STEVE HOUGLAND, Ph.D., CHARLIE MESLOH, Ph.D., and MARK HENYCH, Ph.D.
Law enforcement's mission-to maintain peace and order-is a tenuous one complicated by a myriad of factors that seem unique to every situation officers must handle, whether quelling a disturbance or apprehending a suspect. This being the case, officers of the law sometimes are required to use force in the course of their duties, whether during an arrest or while protecting citizens, themselves, or other officers from harm. This force, when legitimately and properly applied, represents an essential element in maintaining an ordered society.

CIA Overseeing 3-Day War Game on Internet
The CIA is conducting a war game this week to simulate an unprecedented, Sept. 11-like electronic assault against the United States. The three-day exercise, known as "Silent Horizon," is meant to test the ability of government and industry to respond to escalating Internet disruptions over many months, according to participants.
They spoke on condition of anonymity because the CIA asked them not to disclose details of the sensitive exercise taking place in Charlottesville, Va., about two hours southwest of Washington.

    House Bill Drops Women-In-Combat Issue
The $491 billion defense measure passed by the House leaves the issue of where military women can serve in war zones in the Pentagon's hands - as long as Congress gets notice of any changes beforehand.
On a 390-39 vote Wednesday, the Republican-controlled chamber approved the bill that sets Defense Department policy and plans spending for next year. The Senate is to vote next month on its own defense bill, an early version of which does not address women's jobs in the military.

Myers defends treatment of prisoners in 'different kind of war'

The Pentagon's top general on Sunday defended the treatment of prisoners at the U.S. Navy prison camp at Guantanamo Bay, Cuba and said the U.S. believes al-Qaida leader Abu Musab al-Zarqawi is wounded, though it's not known how badly.
Gen. Richard Myers, chairman of the Joint Chiefs of Staff, said the U.S. has done a good job of humanely treating prisoners. Muslims in several countries have protested in recent weeks about allegations that a Quran was flushed down a toilet at Guantanamo as part of an interrogation of a prisoner.

Work has started on building a 200 million-dose stockpile of smallpox vaccines but it could take up to three years to complete, World Health Organization (WHO) officials said on Wednesday.
The Group of Seven industrialized nations agreed last month to set up a global "vaccine bank" in case of a germ attack by terrorists. The WHO will double its emergency reserve of smallpox vaccines to 5 million doses, while individual member countries will assemble the rest.

    FRANKS REVIEW

    On Target Software Solutions

By: Frank Borelli, 30 May 2005
It's Memorial Day. Let's take a few moments to honor those men and women who have served our country so selflessly; those who made the ultimate sacrifice; those who died in the name of freedom.

This week's review is different from any I've ever done before. A few months back I was contacted by a gentleman who is a computer programmer - a software writer. We had a discussion about a product that he had developed that he felt would be beneficial to virtually every police agency (or military command) that had to track assets and qualifications. Do police agencies have to perform such functions? Yes. Do police agencies have to keep such records? Yes. Is doing so on paper forever a pain in the backside? YES. But do we have a choice? Yes.

On Target Systems Inc., of Canada, has developed a package software solution that will track assets in a wide variety of categories, as well as documenting your agency's firearms qualifications courses and each officer's scores. This software solution is already in use by the Federal Bureau of Investigation (FBI), the Bureau of Land Management (BLM), and the Treasury Inspector General for Tax Administration (TIGTA). Let's take a look at it to understand the value those federal organizations found and what it might be able to do for your agency.

    MEMORIES.. MEMORIAL DAY..

RECALLING.. RECOLLECTING THAT WHICH YOU PREVIOUSLY LEARNED
    OR KNEW BY EXPERIENCE.

Today.. as everyday is for me.. is filled with all kinds of memories.. recent
memories and old memories.. memories filled with great joy.. and memories
    saturated with pain..

My journey to here has been filled.. some say filled to overflowing.. with so very,
very many experiences. Most people who know me find it unbelievable that
my life has been filled with so many experiences and events. I am amazed
myself when I think on it.

Once more I received one of the greatest honors afforded to me in this life.. I was
requested to participate in the Celebration of Life for a Peace Keeper.. and his
    graduation from this life.

Yesterday we celebrated the life of a young Deputy Sheriff, one of the sons of
people from my home town who also live in this city. His parents and I graduated
from the same high school. I will never forget the first time I came to know
    R. B. Ogden, "Arby" to all who knew him. I was on walking beats giving field
training to a new Chaplain Aide. A young deputy sheriff came up the street..
heading directly toward me as I was walking toward him. He blocked my path
and stuck out his hand. He said, "Hi, my name is R. B. Ogden.. my mom and
dad are Jim and Julie Ogden from Buena Vista. I know you are from there and I
wanted to meet you." Last Monday morning, sometime after midnight he was
headed home on his motorcycle and veered off the roadway into a ditch, over a
driveway and into another ditch. He died instantly of a broken neck. He was not
found for several hours.. Yesterday we celebrated his life.. and I was able to see
numerous people from back home.. some of which I met for the first time.. some
of which I had not seen since I graduated and left town.

Be Blessed(a condition to be envied by the world).
    Be Successful. Be SAFE.
