Solving the Interagency Puzzle

For any nation, coordinating the diverse elements of national power - diplomatic, economic, intelligence, military, and law enforcement to name a few - is inherently difficult. The stakes of poor coordination among the various agencies that wield the instruments of national power, however, are exceptionally high - a reality that struck home for all Americans and most of the world on September 11, 2001. Although the United States government's "interagency community" - including departments, independent agencies, and many other organizations - is one in which the power of a unified whole would be greater than the sum of its parts working separately, unifying the whole has been elusive. As illuminated by testimony to the 9/11 Commission, a systemic problem is widely acknowledged. The problem, however, is much deeper than the legal and bureaucratic impediments and much broader than the intelligence and law-enforcement agencies currently under scrutiny. Rather, the essence of the problem is that the entire interagency community is dominated by individual agency cultures rather than a common interagency culture.

The National Memorial Institute for the Prevention of Terrorism located in Oklahoma City is dedicated to preventing terrorism or mitigating its effects.

Originally incorporated, on September 23, 1999, as a non-profit corporation in Oklahoma and recognized as such by the Internal Revenue Service, MIPT grew out of the desire of the survivors and families of the Murrah Federal Building bombing of April 19, 1995 to have a living memorial. We intend to honor that desire by doing what we can to try to prevent other cities from living through what Oklahoma City had to live through. MIPT held its first major conference on terrorism on April 19, 2000.
We feel we have a special obligation to first responders - police officers, firefighters, emergency medical technicians and all of the others who are first on the scene in the aftermath of terrorist activity. We sponsor research to discover equipment, training and procedures that might assist them in preventing terrorism and responding to it.
While we have a special obligation to first responders, we are prepared to engage in any activities that will help us fulfill our mandate. We are currently funded by a special Congressional appropriation that directs us to conduct.

In a recent article (Myths of the Gunfight-2, Tactical Operator Newsletter, 8, 2; Nov/Dec 2004), combatives/shooting instructor Gabe Suarez observes, "First of all, Grosman's (sic) On Killing to the contrary, it is NOT unnatural for humans to kill each other. Historically, we've been doing it with skill and gusto for ages." And he goes on to explain:

The problem with this facet of the [Grossman's] study is that much of it is based on the study of police actions. [Actually, the work is based on historical analyses of military combat, but the conclusions are still valid.] In case you don't realize, police are NEVER trained to be gunfighters, or trained to call up their level of violence in "official" schools. In fact, most "offcial" schools, as provided by the state, are pure garbage. The officers that DO get further education generally do so on their own (a very small percentage at best). And of those who will have their minds right in a fight (because they are warriors at heart and they've decided beforehand to do so), are an even smaller percentage of that (sic).

South American, Arab leaders hold summit

South American and Arab leaders opened an unprecedented summit Tuesday to usher in a new wave of cooperation aimed at undercutting the international influence of the United States.
TRC Analysis:
Latin American, Middle Eastern, and African leaders from 33 states began arriving in Brazil (Country Profile) on May 8 for the May 10-11 Summit of South American-Arab Countries. Brasilia saw the largest swath of security-9,000 soldiers backed by numerous helicopters circling the city -- imposed in 30 months, since leftist Luiz Inacio Lula da Silva was elected president. Da Silva called on attendees to "band together to ensure that free trade helps the developing world's masses" and to further "the struggle for development and social justice."
Thus far, there were no notable disruptions of the summit, although the precise program plans were posted online with times and locations: source. The US escorts to Iraqi President Jalal Talabani provided the sole publicized blunder; they had four weapons confiscated due to failing to submit required paperwork. Palestinian President Mahmoud Abbas is in attendance, although most other Arab leaders - notably Egypt and Saudi Arabia -- were not on-hand.

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) today added 32 companies and 31 individuals to its list of Specially Designated Narcotics Traffickers (SDNTs).

Report: Demoted general details alleged shoplifting incident
Former Brig. Gen. Janis Karpinski, who served as military police commander at Abu Ghraib, said she was never arrested or charged in an alleged shoplifting incident, and the Army only brought the allegation to demote her after the Iraq prison scandal broke, a newspaper reported in Friday's editions.
Karpinski was demoted to colonel last week after the Army's inspector general investigated four allegations against her, including: dereliction of duty, making a "material misrepresentation" to investigators, failure to obey a lawful order and shoplifting. Only the shoplifting and dereliction of duty allegations were substantiated.

Colombian $300 million drug bust largest in years

Colombian authorities seized $300 million worth of cocaine that far-right paramilitaries had stashed on a jungle riverbank, the police said on Friday, in their biggest drug bust in five years.
Police and the Navy confiscated 12 tonnes of cocaine hidden on the banks of the River Mira, near the Pacific Ocean port of Tumaco in southern Colombia, in an operation lasting several days that ended early on Friday.
With a street value of about $25,000 per kilogram (2.2 pounds) in the United States, where police think the drugs were headed, the cocaine would sell for a total of about $300 million.

Seven men have appeared in court in Mauritania charged with establishing a terrorist organisation.
Prosecutors allege the men had been trained in Algeria by an Islamic militant group, the Salafist Group for Preaching and Combat. They say the men were also planning to carry out "terrorist acts" and were planning to join the Iraq's insurgency.

US forces in Afghanistan and Iraq have done a fantastic job to uproot whatever is left of Al-Qaeda. It stays quite for a while. If you look closely, you find, it is coming back to life, regrouping and trying to recruit more people.

Afghan President Calls Protesters Enemies of Progress
Afghanistan is peaceful, after days of bloody protests over a magazine report that U.S. interrogators in Guantanamo, Cuba allegedly desecrated the Koran. Afghan President Hamid Karzai has blamed "enemies" of Afghanistan's progress and its ties with the international community for the violence. The protest over the alleged desecration is not over.
The anti-U.S. demonstrations that broke out across Afghanistan have claimed the lives of 16 Afghans while more than 100 have been injured.

4 bombs explode in Spain's Basque country
Separatist group ETA suspected, police say

Four small bombs exploded Sunday at industrial sites in the Basque region, a string of attacks that appeared to have been staged by the separatist group ETA, Basque police said.
Two policemen and a security guard suffered minor injuries after inhaling toxic fumes at a chemical plant where one of the pre-dawn blasts occurred, police said.

Everyday Folding Lockblades

Everyday when I come home, I empty out my pockets onto a set of shelves in my office. Every morning before I go out anywhere, I load my pockets back up. Those who know me think I'm a little weird because I almost always have at least two folding lockblade knives on my person if I'm away from home: one in my left side pocket and one in my right. Why? Well, the one on the right is because I'm right handed. The one on the left is because I also carry a gun and if I'm using my right hand to keep it in the holster during a struggle, I can deploy the left-side knife with my left hand.

This week I thought I'd take a look at various lockblade knives from those manufacturers represented in my choices each day. They include: Benchmade, Buck/Strider, CRKT, Emerson, MOD, SOG, Spyderco and TSSI. As I go through, I'll specify which are set up for right or left handed carry and if there is any specific design detail that makes them more suitable (in my opinion) for that side.

CAN ONLY BE PROTECTED BY INFLICTING INJURY OR DEATH UPON
THE PERPETRATORS SINCE THE PERPETRATORS THEMSELVES ARE
THE ONES WHO DICTATE THE FORCE NECESSARY TO STOP THE
DESTRUCTION OF LIVES OTHER THAN THEIR OWN.

THE EXTREMES OF PROTECTING LIFE AND TAKING LIFE IS THE REALM OF
THE PEACE KEEPER.. ESPECIALLY OF THE BEAT OFFICER, HIGHWAY
TROOPER, DEPUTY SHERIFF, CORRECTIONS OFFICERS AND THE ON
THE FIELD SOLDIER. IN THESE POSITIONS OF SERVICE LIFE IS UP CLOSE
AND PERSONAL.. AND IT INVOLVES CONFLICT, EMOTION (OFTEN HOT AND
VIOLENT), PAIN, INJURY AND SOMETIMES DEATH. Here is life in the nitty -
gritty. This is life where the rubber meets the road and the gravel does the grinding.
Here is life that must be dealt with as it comes. It demands the application of training,
discipline, reason, a cool head, persistence and patience. RUSH WITHOUT
PROPER METHODS AND APPLICATION AND OFTEN SOMEONE ELSE MUST
COME AND RESCUE THE INITIAL COMBATANTS.. and still resolve the original
conflict..
