Power and Weakness

By Robert Kagan
It is time to stop pretending that Europeans and Americans share a common view of the world, or even that they occupy the same world. On the all-important question of power - the efficacy of power, the morality of power, the desirability of power - American and European perspectives are diverging. Europe is turning away from power, or to put it a little differently, it is moving beyond power into a self-contained world of laws and rules and transnational negotiation and cooperation. It is entering a post-historical paradise of peace and relative prosperity, the realization of Kant's "Perpetual Peace." The United States, meanwhile, remains mired in history, exercising power in the anarchic Hobbesian world where international laws and rules are unreliable and where true security and the defense and promotion of a liberal order still depend on the possession and use of military might.

Transportation security aggravation: debating the balance between privacy and safety in a post-9/11 aviation industry

IN THE WAKE of the 9/11 terrorist attacks, air travel has gone through a disruption whose effects are still being felt: continuing fear and anxiety on the part of passengers and airlines alike, the creation of a massive new federal bureaucracy of doubtful efficiency and efficacy, and airport hassles that were once unimaginable and now seemingly intractable, to name just a few. More than three years after the worst terrorist attacks on American soil, the best way to balance passenger safety, privacy, and convenience is far from settled.
In December 2004, reason invited Robert W. Poole Jr. and Jim Harper to debate and discuss the best policy for secure air travel. Poole is director of transportation studies at the Reason Foundation and a former editor of this magazine. Harper is director of information policy studies at the Cato Institute and editor of Privacilla.org, an online think tank dedicated to privacy issues.

BREAKING NEWS FOR THE PROFESSIONAL
Marine cleared in videotaped shooting
Wounded Iraqi killed inside Falluja mosq

Navy investigators have determined a U.S. Marine acted in self-defense when he shot an apparently wounded and unarmed Iraqi inside a Falluja mosque in November, a senior Pentagon official said Wednesday.
The Marine corporal, who will not face charges, was under investigation in the shootings of four enemy combatants as part of an operation during the siege of Falluja on November 13, 2004. The mosque shooting was captured on videotape by an embedded reporter.

Critics Fear New Bill May be Precursor to National ID
Next week, the Senate is expected to pass a measure that would make it more difficult to get or renew your driver's license.
The measure passed the house Thursday as part of a spending bill for the war in Iraq and Afghanistan. And it could affect your ability to board a plane, enter a federal courthouse, or even set up a bank account.
Getting your driver's license already requires a wait. But, if the Senate follows in the footsteps of the House, your wait could get even longer.

Police Reopen Atlanta Child-Killing Cases
police chief has reopened an investigation into four of the child slayings that terrorized the Atlanta area more than two decades ago, saying he believes the man suspected in most of the killings is innocent. Altogether, 29 people - all of them black, most of them boys - were killed in the Atlanta area between 1979 and 1981.
Wayne Williams, 47, is serving a life sentence for the murders of two young men. After his conviction, authorities blamed him for 22 of the other slayings but never charged him.

Army Demotes General in Abu Ghraib Scandal
The Army has offered its last word on holding its generals accountable in the Abu Ghraib prisoner abuse scandal, but Congress is going to have the final say.
The Army announced that it demoted Brig. Gen. Janis Karpinski, whose Army Reserve unit was in charge of the prison compound during the period of abuse. Dropping her in rank to colonel required approval from President Bush, and officials said that he granted it on Thursday.

SITE Institute
An Invaluable Resource. As the public hearings of the 9-11 Commission made disturbingly clear, the U.S. government is not yet fully equipped to win the war on terror. Bureaucratic wrangling among law enforcement and intelligence agencies has crippled government efforts to apprehend terrorists and dismantle the financial networks that support them. Most government agents currently lack the training and language skills required to track the dense and convoluted financing and recruitment networks of radical Islamic terrorist groups. Because these agents traditionally depend on surveillance and classified intelligence, they have little familiarity with the full range of public sources that the SITE Institute systematically utilizes to conduct research and obtain information crucial to success in the war on terror.

Cairo: A Breeding Ground for Militants
Heading north along the Nile, Cairo's skyscrapers, modern restaurants and glittery shopping malls give way to a different world - a dense neighborhood of rugged alleyways and struggling businesses where residents have two types of heroes: gangs of criminals and a new breed of conservative Muslims.
As many as 1.5 million people live in Shubra el-Kheima, where open sewers and sheep grazing at garbage dumps are part of the scenery. Two centuries ago, this area was a station for measuring the level of the Nile. Now it's a place for appraising the discontent and poverty in Cairo, a city of 18 million.

Forces Claim Progress on Terror Network
U.S. and Iraqi forces have captured or killed hundreds of followers of Iraq's most wanted terrorist Abu Musab al-Zarqawi in recent months, including 20 top lieutenants and other senior members, the U.S. military said Friday.
U.S. forces believe they just missed capturing al-Zarqawi himself during a Feb. 20 raid that netted two of his associates and a computer believed to belong to him.

North Korea nuke test would be 'disastrous'
The U.N. atomic watchdog on Friday warned that a North Korean nuclear test would have "disastrous political repercussions" and called on world leaders to pressure Pyongyang not to cross that line. The warning comes amid reports that U.S. spy satellites had detected what may be preparations for the regime's first test of a nuclear weapon, although some analysts believe it could be a calculated ruse on Pyongyang's part.

SureFire LEDs

By: Frank Borelli, 9 May 2005

At one time, the world of illumination tools depended on incandescent or filament bulbs. SureFire led the way in developing usable combat lights: lights that produced enough light to identify and engage targets in a mixture of carrying / mounting options. The challenge faced with filament bulbs was that no matter how well you shock-isolated them, they were still prone to breaking. Any sharp impact could do it at the least opportune moment. Recoil usually produces just that type of sharp impact...

Welcome to the new age: Light emitting diodes, or LEDs, are much harder to break. When LEDs were first used, the challenge wasn't keeping them from breaking; the challenge was getting usable light out of them without overheating them. The balance had to be found between pushing enough power to get the LED bright enough for use while managing the power in such a way as to prevent the LEDs from overheating and shutting down or burning out. SureFire has found a method to do exactly that and this week we're going to look at some of their LED lights.
