Active Shooter Response Training: A Modern Police Necessity

With the advent of Active Shooter training that has developed in response to incidents like the Columbine High School shootings, the law enforcement community has come full circle. In response to critical incidents that the "average" cop was once called on to handle, Special Weapons And Tactics (SWAT) teams were developed. Alongside that development, police doctrine and training changed so that the patrol officer wasn't required to handle hostage and barricade situations. "Surround and contain" became the patrol doctrine norm so that SWAT could be called out to work with negotiators in resolving the situation. With regard to incidents like the one at Columbine High School, the law enforcement community has had to evolve again to depend on patrol officers to take aggressive action to resolve deadly situations. Let's take a look at some of the incidents that spawned SWAT teams and then those that have mandated a more aggressive response from patrol officers.

Following is the text of the executive summary of the U.N. report:
On 14 February 2005, an explosion in downtown Beirut killed twenty persons, among them the former Prime Minister, Rafik Hariri. The United Nations' Secretary-General dispatched a Fact-Finding Mission to Beirut to inquire into the causes, the circumstances and the consequences of this assassination. Since it arrived in Beirut on 25 February, the Mission met with a large number of Lebanese officials and representatives of different political groups, performed a thorough review of the Lebanese investigation and legal proceedings, examined the crime scene and the evidence collected by the local police, collected and analyzed samples from the crime scene, and interviewed some witnesses in relation to the crime.

U.S. Agents Arrest Alleged Afghan Drug Kingpin
Federal authorities in New York announced today the arrest by American drug agents of an Afghan heroin lord listed by the Bush administration as one of the world's most wanted narcotics dealers.
The drug lord, Haji Bashir Noorzai, is accused of building his multi-million dollar drug trade through an "unholy alliance" with the Taliban, the former fundamentalist Islamic regime in Afghanistan, according to an indictment unsealed today in federal court in Manhattan.

Feds Indict 14 Reputed Mob Figures
Fourteen reputed Chicago mob figures were indicted Monday on charges of plotting at least 18 murders, including the 1986 slaying of the crime organization's top man in Las Vegas, Tony "The Ant" Spilotro, who was buried alive in a cornfield.
Those indicted included Joey "The Clown" Lombardo, long alleged to be one of the top leaders of the Chicago mob. Federal authorities were looking for him.

AFGHAN AUTHORITIES WIN A BATTLE IN THE COUNTRY'S WAR ON DRUGS The Afghan government's efforts to contain the cultivation and trafficking of narcotics registered perhaps its biggest success to date when members of an elite unit confiscated nearly a half-ton of heroin and arrested seven suspected smugglers, authorities announced April 23. US military advisers who had helped forged the Afghan Transnational Border Security Force hailed the operation as "counter-narcotics at its best."
With reconstruction efforts in Afghanistan struggling to gain traction in many areas, many Afghans have once again turned to poppy cultivation as a source of sustenance. Since the radical Islamic Taliban movement was driven from power in 2002 during the US-led campaign against terror, Afghanistan has reemerged as the world's leading producer of opium and other poppy-related narcotics.

Investigation Finds Italian Officer's Death a 'Tragic Accident'
American Forces Press Service
WASHINGTON, May 1, 2005 - Army investigators have recommended that no disciplinary action be taken against U.S. soldiers in the March 4 killing of Italian intelligence officer Nicola Calipari, Multinational Force Iraq officials announced April 30. Calipari's death, according to a recently completed Army investigation, was wholly unintentional and not attributable to negligence by the soldiers.
"This was a tragic accident and the coalition expresses its deepest sympathies to the Calipari family," said Brig. Gen. Peter Vangjel in a statement. Vangjel was appointed by Lt. Gen. John R. Vines on March 8 to investigate the accident. Vines commands Multinational Corps Iraq.

A volunteer network's effort to close part of border slowed illegal immigration - in one small area.
Retired pilot Joe McCutchen spent three weeks, $6,000, and put 4,600 miles on his car driving round trip from Fort Smith, Ark., to the Arizona border. In between, he spent 14 days in a folding chair, buffeted by wind storms, face- cutting sand, freezing cold, and scorching sun.
He says he'll be back to do it again in October.

Official: Zarqawi Eludes Capture; Computer Discovered Iraq's Most Wanted Fugitive on the Run After Leaving Behind Valuable Information
Jordanian rebel Abu Musab al-Zarqawi - Iraq's most wanted fugitive - recently eluded capture by American troops, but left behind a treasure trove of information, a senior military official told ABC News.
On Feb. 20, the alleged terror mastermind was heading to a secret meeting in Ramadi, just west of Fallujah, where he used to base his operations, the official said.

Weapons Inspector Ends WMD Search in Iraq
Wrapping up his investigation into Saddam Hussein's purported arsenal, the CIA's top weapons hunter in Iraq said his search for weapons of mass destruction "has been exhausted" without finding any.
Nor did he find any evidence that such weapons were shipped officially from Iraq to Syria to be hidden before the U.S. invasion, but he couldn't rule out some unofficial transfer of limited WMD-related materials.

Car Bomb Blast at Baghdad Funeral Kills 30
BAGHDAD, Iraq (AP) - A car bomb exploded at the funeral of a Kurdish official in northern Iraq on Sunday, killing about 30 Iraqis and wounding more than 50, the U.S. military, as the death toll in a wave of violence against Iraq's new government rose to at least 120.
Insurgents launched several other attacks across Iraq, killing 10 people, on Sunday. U.S. and Iraqi forces also detained several suspects in the abduction of a British aid worker believed killed last year and found clothing and documents that apparently belonged to her.

Remington 870 Shotgun: Tried & True

In January of 1950 Remington introduced the Model 870 "Wingmaster" shotgun. Remington's history information claims that the Remington 870 shotgun is the largest selling pump action shotgun in the world. Fifty-five years later it would not surprise me. I've had mine (on and off - but I'll explain that later) since 1988.
In my gun safe are my own Remington 870 and my wife's Remington 870. Thanks to the ease of operation and extreme variety of loads available, the twelve gauge shotgun is hard to beat for versatility. In today's review we're going to take a look at the Remington 870's many uses; a little history; some "war stories" involving the 870 and some factual data about it (because I will get an email if I fail to give the barrel length or some other specific measurement).
