**FROM THE EDITOR:**

Good Morning,
OK, they got me, I usually catch the legends but last week one got by me:
"I thought you'd like to know that you're promoting an urban legend on your web site. At the link for "A good set of rules to live by," you list information warning people about the sound of a crying baby outside. This appears to have no basis in reality. See the following web site (which debunks urban legends) for further details. http://www.snopes.com/crime/warnings/crybaby.htm"
Thanks to the 10,067 readers to send me an e-mail to let me know I screwed up : )

Active Shooter Response Training: A Modern Police Necessity

With the advent of Active Shooter training that has developed in response to incidents like the Columbine High School shootings, the law enforcement community has come full circle. In response to critical incidents that the "average" cop was once called on to handle, Special Weapons And Tactics (SWAT) teams were developed. Alongside that development, police doctrine and training changed so that the patrol officer wasn't required to handle hostage and barricade situations. "Surround and contain" became the patrol doctrine norm so that SWAT could be called out to work with negotiators in resolving the situation. With regard to incidents like the one at Columbine High School, the law enforcement community has had to evolve again to depend on patrol officers to take aggressive action to resolve deadly situations. Let's take a look at some of the incidents that spawned SWAT teams and then those that have mandated a more aggressive response from patrol officers.

Tactical First Aid Kits for Police Officers

By Fabrice Czarnecki, M.D., M.A., M.P.H.*

Police officers should carry a medical kit specifically designed for penetrating trauma injuries such as gunshot and stab wounds. Such a kit can be assembled at a fairly low cost, while meeting your requirements better than most commercial kits.

Individual medical kit
While it's a good idea for all officers to carry this small kit at all times, they should definitely carry the individual kit during high risk activities like warrant service, protective details and firearms training (in case of accidental injuries). Contents should include:

BREAKING NEWS FOR THE PROFESSIONAL
New Special Purpose Army
"The Special-Purpose Army" by Russian Gazeta.ru web site on 11 March In the very near future, a new combat arm may appear in the army in Russia - the Special-Purpose Forces [Russian: sily spetsialnogo naznacheniya, SSN], which will include the special-purpose units of the military districts and fleets. They will be subordinate to the minister of defence and the president personally and perhaps will be able to start wars outside Russia's borders without the authorization of the Federation Council.
The decision to create the Special-Purpose Forces may be made at the next session of the Security Council, where continuing the reform of the armed forces - creating a qualitatively new look to the Russian army and optimizing its structure, fighting complement, and numbers - will be discussed. The question of the creation of the Special-Purpose Forces is being reviewed within the framework of the new plan for building the armed forces in the period 2006-2010.

Focusing Defense Resources to Meet National Security Requirements
by Jack Spencer
When questioned about America's ability to conduct successful operations in the Persian Gulf and on the Korean Peninsula, Secretary of Defense Donald Rumsfeld responded confidently, "We are perfectly capable of doing that which is necessary."1 This answer set off a firestorm of debate over what America's military capabilities really are and what they should be.
While the United States could respond in some form to any threat to its national security and vital interests, it is not optimally prepared to take on the many missions that may be asked of it in the next few years. Changing this will not be an overnight proposition and will require: http://www.heritage.org/Research/NationalSecurity/bg1638.cfm

Border Security: Setting the Right Federal Priorities
by James Jay Carafano, Ph.D.
Despite the Administration's best efforts to develop an integrated approach to controlling the nation's borders and protecting the flow of legitimate trade, travel, commerce, and immigration, competing agendas in Congress continue to promote the interests of various stakeholders at the expense of advancing a comprehensive, integrated, and prioritized program. The Administration and Congress need to agree on a bipartisan approach to border security that gives precedence to the efforts that will make the nation significantly safer and more prosperous while protecting individual freedoms. Five steps should top the "to do" list. http://www.heritage.org/Research/HomelandDefense/em964.cfm

Government wiretaps, searches up 75 percent
Increase follows expanded powers for terror investigation

The government requested and won approval for a record number of special warrants last year for secret wiretaps and searches of suspected terrorists and spies, 75 percent more than in 2000, the Bush administration disclosed Friday.
Assistant Attorney General William E. Moschella revealed the figure in an annual report to Congress. Last year's total of 1,754 approved warrants was only slightly higher than the 1,724 approved in 2003. But the number has climbed markedly since the Sept. 11, 2001, attacks, as authorities have moved aggressively against terror suspects. In 2000, there were 1,003 warrants approved under the 1978 Foreign Intelligence Surveillance Act.

FBI finds explosives in Nichols home
Tip led to search of bombing conspirator's house in Kansas

Tipped they may have missed evidence a decade ago, FBI agents searched the former home of convicted Oklahoma City bombing conspirator Terry Nichols and found blasting caps and other explosive materials apparently related to the 1995 attack, officials said Friday.
FBI officials said the material was found buried in a crawl space of the house in Herington, Kansas, which wasn't checked by agents during the numerous searches of the property during the original investigation of Nichols and Timothy McVeigh.

SECURITY FOR THE PROFESSIONAL
Sponsored by Blackwater Security Consultants
Will democracy, security-sector reform discourage terrorism?
The tragedy of Sept. 11 in the United States and other terrorist attacks in many regions of the world, including in Indonesia, have increased the significance of security sector reform in general and in Indonesia in particular. This is mainly due to the fact that terrorist acts are attacks on freedom and civilization throughout the entire world. The globalization of terror and the resultant fear of it has forced nation states to reconceptualize and to strengthen their (national) security.

System For Screening Passengers For Terrorism Risk Not Ready For Liftoff, Report
Government agency hasn't made enough progress on key issues of data sharing with airlines and privacy.
The Government Accountability Office said in a report Monday that, while the Transportation Security Administration is making progress in its program to identify passengers who should face additional preflight screening, the program called Secure Flight needs a lot more work before it can become operational.
TSA is working on improving Secure Flight's ability to identify passengers for additional security scrutiny, in place of the prescreening conducted by air carriers themselves. GAO recommends that the Homeland Security Department direct TSA to finalize Secure Flight requirements, test plans, privacy safeguards, and cost estimates.

Al-Qaida group claims attack on Abu Ghraib
44 U.S. forces wounded in gunbattle outside Baghdad prison

BAGHDAD, Iraq - Al-Qaida's wing in Iraq on Sunday claimed responsibility for a brazen overnight raid on Abu Ghraib prison that wounded 44 U.S. soldiers, according to an Internet statement, and said more attacks would follow.
The U.S. military said dozens of insurgents carried out Saturday's attack on the notorious prison outside Baghdad, detonating two suicide car bombs and firing rocket-propelled grenades at U.S. forces before the assault was repelled.

Terror Broker
Bin Laden needed a role in the Iraqi insurgency, and Zarqawi needed outside support. How a deadly deal was made.
Hardly anyone was more surprised by Iraq's insurgency than Osama bin Laden. The terrorist chief had never foreseen its sudden, ferocious spread, and he was likewise unprepared for the abrupt rise of its most homicidal commander, Abu Mussab al-Zarqawi. Bin Laden and his aides knew the Jordanian-born Palestinian from Zarqawi's Afghan days, but mostly as a short-tempered bully and a troublemaker. So in the late summer of 2003, unwilling to sit on the sidelines, bin Laden sent two of his most trusted men to assess the Iraqi resistance and carve out a leading role for Al Qaeda. "The resistance happened faster than we expected, and differently, so we were not prepared to assist and direct it," one of the two envoys later told a senior Tali-ban official. "The sheik sent me to see how we could help." http://www.msnbc.msn.com/id/7369892/site/newsweek/

Bombs in Thailand Kill at Least Two
Bombs exploded Sunday at an airport, department store and hotel in a region of southern Thailand gripped by an Islamic insurgency, killing at least two people and injuring more than a dozen, officials and media reports said.
The explosions in Songkhla province's Hat Yai airport killed two people and injured at least 15, provincial Gov. Somporn Chaibongyang said.
Witnesses said the explosion occurred near the airport's check-in counters, and all departing flights were immediately canceled. However, an airport official later said departures were continuing.

Beretta M9 / 92FS

By: Frank Borelli, 4 April 2005

In the motorcycle community you are either a Harley Davidson fan.. or you're not. Some people wouldn't be caught dead on one: others wouldn't be caught dead on anything else. Those who carry handguns are often just as loyal to a given manufacturer, model or pistol. Some folks like Glocks, or Sigs, or Rugers.. Some folks wouldn't be caught dead with a Beretta, and some just won't carry anything else. My agency is a Beretta agency. The United States military is (by and large) a Beretta organization. Are you a Beretta fan?

I enlisted in the Army prior to the switch from the M1911 to the M9. I was taught how nothing ever had compared to "Old Slab Sides" and nothing ever would. Three years later, those same military instructors (I'm sure) were telling a new bunch of recruits how great the Beretta M9 was / is, and how nothing would ever compare to it. Well, they're right: nothing compares to it..

WHERE ARE WE GOING???..

I wonder how often we take the time to check on the above question..

Some days are very, very active.. Some days are very, very slow..
Some days there is little trouble.. Some days trouble comes so fast as to cause us
to reel back from the demands..
Some days our plan works well.. Some days nothing in our plan gets accomplished.
Some days we are strong and healthy.. other days we are ill.. or injured..
or incapacitated and cannot act..
Some days life goes our way.. Some days life seems to be against us..
Each line holds two extremes of the same thought..
Most days fall someplace in between these extremes and most of us cope with it
satisfactorily..

Following are some extremes faced by Peace Keepers this past week;
