The Self-Aid Kit: Medical gear every Cop should carry

Let's imagine a worst-case scenario. Dispatch has sent a lone patrol officer to a domestic disturbance. Immediately, upon stepping out of his cruiser and moving around the front of it, he takes fire from the address of the reported disturbance. He is hit twice: once in the face - the jaw to be exact - and again in the thigh. He manages to take cover behind his unit and calls for help. He's oriented enough to realize that the bright red blood flowing copiously from his leg is an arterial bleed.
A second officer rolls up and manages to get to the wounded officer's side, who is now having difficulty breathing because his mouth is filled with blood, tissue and broken teeth. Rounds continue to come from the shooter's position spewing broken glass and shrapnel in various directions. EMS is on the way, but they will be staged until the scene is safe. Forget about SWAT for now; focus on the downed officer. He is either going to suffocate or bleed to death unless a few things happen very quickly.

How will local law enforcement agencies address the growth of high-tech crime in the future? What impact will terrorism have on the nation's technological infrastructure, and how do we protect against it?
The high-tech industry is vital to the nation's economy and its future. Industries, businesses, government agencies, and private households all benefit from a healthy and well-protected technological environment. And, everyone wants reassurance that communications, financial operations, and technological infrastructure are closely guarded. The rising fear of cyber-related crime not only inhibits the use of developing technology but adversely affects national economic conditions. The FBI estimates that the average loss for a technology-oriented crime is nearly $500,000, and, further, the added cost to the consumer is $100 to $150 per computer sale.1 Other estimates indicate that losses related to high-tech crimes in the United States are $10 billion to $15 billion per year.2 Further, 10 million Americans were victimized by identity theft in one year, with estimated losses exceeding $50 billion,3 and the Federal Trade Commission reported that of the 516,740 complaints received in 2003, over 41 percent regarded identity theft. http://www.fbi.gov/publications/leb/2005/jan2005/jan2005.htm#page14

Whenever private firms do business in areas suffering from conflict they face additional risks, both lethal and legal. Nevertheless, hundreds of private firms in the peace and stability industry provide critical services in high-risk environments from Freetown to Fallujah to support international reconstruction, rehabilitation and security efforts. The sensationalized article "Private armies march into a legal vacuum" (10 Feb, 2005) highlighted some important issues - but missed the larger story.
The peace and stability industry may be the only business sector in the world that actually craves rational regulation and effective legal structures. Far from a 'legal vacuum,' there are numerous regulations, laws and guidelines that already apply. Nevertheless, increased private sector utilization emphasizes the need for improvement to better cover operations in areas where legal systems are weakened, corrupted or absent. Rational regulation would do much to enhance fair competition among firms, simplify insurance issues and enhance the quality of the critical services provided.

FBI rejects Islamic terror link to Texas refinery blast
The Federal Bureau of Investigation rejected claims purportedly from two Islamic extremist groups of responsibility for an oil refinery explosion in Texas that left 15 people dead.
The claims emerged in e-mails the day after the blast rocked the third-biggest petrochemical complex in the United States, run by British multinational BP at Texas City south of here.

Exclusive: Look Out Below-The Terror Threat From the Sea
Al Qaeda frogmen sound like one of the more exotic terrorist threats-but Homeland Security chiefs are preparing, just in case. Last month the Coast Guard launched a special program to train members of its seagoing SWAT teams how to protect U.S. ports against scuba-diving attackers. Members of Coast Guard commando teams based at 12 ports on the U.S. coastline will be taught underwater fighting techniques and how to use secret weapons. NEWSWEEK has learned that team members will try to master the proper use of "entanglement nets." The nets are meant to be thrown over an underwater intruder, who then becomes ensnared in the mesh. The commandos are also supposed to be taught how to operate special sonar the Coast Guard is developing that should be able to tell a diver from a dolphin or seal. Sonar rigs will be deployed at strategic locations so they can be rapidly set up around ports or ships in the event of specific threats.

BlackHawk HydraStorm: MOLLE / STRIKE Compatible

Every soldier knows that dehydration means not only a lack of performance, but potential disability or death. Carrying fluids is a mandatory performance and planning factor in all missions. Not to date myself, but when I enlisted in the Army I was issued two one-quart plastic canteens. One of them actually had an adaptor tube in the top for use with my protective mask. They were bulky and sloshed whether they were full or not. Getting a drink meant reaching back to either hip to unsnap the pouch, extract the canteen, unscrew the cap, get your drink, put the cap back on tight, replace the canteen, resnap the pouch and continue on. Thank goodness for evolution. Now we simply stick a bite valve in our mouth, suck, and spit the bite valve back out. We've come a long way.
When hydration pouches first started coming out, they were simple: nylon pouch with straps to carry plastic bag to carry water, drinking tube, bite valve of some kind. Then they evolved and became packs with storage pockets in addition to the fluid reservoir. Next evolution was packs that were ALICE clip compatible so you could mount other gear on your pack if you needed to. And then the next evolution came along... MOLLE compatible systems. In this week's review, I'm going to look at three hydration systems from BlackHawk / HydraStorm, all of which are available (or soon to be) in a MOLLE / STRIKE compatible design.

Last night around 1630 hrs A precinct officer made a traffic stop on a subject's vehicle, the driver
bailed and foot pursuit ensued. A two man car arrived to assist and while looking for the suspect
in the immediate area the suspect fired at one of the officers. The officer returned fire on the
suspect striking him at least twice.
The officer's wound was a through and through with the exit though the buttocks. He is expected to
be released today. The suspect was in surgery until late hours last night but is expected to survive.
Our officer displayed the courage and resolve necessary to not only survive but dominate the
encounter by finishing the fight even after taking potentially lethal incoming fire.
Be Blessed(a condition to be envied by the world).
