Sir! May I interest you in a second-hand Tactical Nuclear War-head (TNW), SS-1 Scud B or a SS-4 Sandal, honest sir it's never been used, and it can be yours if the price is right, Sounds laughable, unfortunately it's highly probable, with the demise of the former Soviet Block and the end of the cold war, poor management of these weapons and the possibility of unemployed or underpaid nuclear technicians being tempted to illegally sell nuclear material to terrorist groups and rogue states. These devices have a high probability of being utilised in terrorist attacks, with poorly guarded borders and poorly managed and funded customs procedures at our ports, read the article from Canadian Press dated 5 Aug 04, about Quebec and New York, recently published in the IAASP News Bulletin for the 9 August 2004. Searching a sea container port for a WMD hidden within a 10 gallon drum, which is hidden within a container, can be liked to looking for a needle in the hay stack. This problem is only now being slowly addressed nearly 3 years since 9-11. We are fortunate that the terrorist have not exploited this gap to its full potential. These gaps are making it all too easy for these weapons to be accessible on the international black market through second and third parties and bought for the right price.

I turned down an opportunity to be a California Highway Patrolman in the Motorcycle Division while living in Los Angeles in the mid 60's. The reason I turned it down was simple economics. As much as I wanted it to happen, I couldn't raise a family on such a meager salary. The desire to be in Law Enforcement has been with me ever since.

So now I'm a State Constable and I do it for free.

There are a number of reasons why one volunteers time to be a State Constable. Mine is primarily to back up an officer on duty. When we can create a two-man unit in a patrol car instead of one, it's a safer situation, a safer duty shift. One officer showing up on a CDV or other type of potentially violent call, in the middle of the night, is at serious risk. The odds against him or her getting injured or worse is greater without a second officer at the scene. A second unit with an officer can take a number of minutes to get there and he or she can experience the sickening possibility of being too late.

Managing Joint Terrorism Task Force Resources

In a post-September 11 world, successful management of a joint terrorism task force (JTTF) may represent one of the most important aspects of law enforcement's unified war on terrorism. The September 11 attacks placed a high profile on FBI-sponsored JTTFs across the nation and have presented unique management issues for the FBI and participating agencies of the task forces. Organizational and strategic analysis of the threats posed by international and domestic terrorism can help law enforcement executives at all levels develop management structures and protocols for successfully operating the nation's JTTFs, proving mutually beneficial to the FBI, participating law enforcement agencies, and the country's national security effort.
History
Many of the FBI's task forces dealing with significant crime problems grew out of the agency's close working relationship with the New York City Police Department (NYPD). Both organizations have a history of innovative approaches to law enforcement and highly competent investigators willing to try new concepts. The first formal FBI task force, the Bank Robbery Task Force, primarily was staffed with FBI special agents and NYPD detectives, followed closely by participation from a host of other federal, state, and local law enforcement partners. The task force concept flourished, and, by the mid-1980s, many other formalized FBI-sponsored task forces existed, dealing with such issues as fugitives, drugs, and, eventually, terrorism. The joint task force concept is not new nor did the FBI develop it. Many levels of law enforcement successfully have used the concept for years to handle specific crime problems. All FBI-sponsored task forces, however, have two common elements that make them unique: 1) written memorandums of understanding (MOUs) between participating law enforcement agencies and 2) FBI funding to pay for participating state and local departments' expenses, such as officer overtime, vehicles, gas, cell phones, and related office costs.

Police find millions in idling big rig
Tractor-trailer was unattended for 2 days; driver found nearby

New Jersey state police seized more than $5 million in cash Thursday from a tractor-trailer found idling unattended for two days on the shoulder of a roadway, authorities said. The driver, Salvadore Delarosa, 46, of San Bernardino, Calif., was arrested on a money laundering charge.
"The cash is the proceeds of illegal conduct, possibly narcotics activity, but that still remains under investigation," Attorney General Peter Harvey said. Investigators have not yet determined the exact source of the money.

350 inmates escape Haitian prison
Former prime minister spirited to safety

More than 350 detainees escaped from Haiti's largest prison Saturday afternoon, after armed masked men in two vans broke through barricades and attacked the facility, according to police and eyewitness reports.
Most of the prisoners who fled from the National Penitentiary in Port-au-Prince remained at large late Saturday night, but order had been restored at the prison, police said.

The U.S. military has doubled the number of its soldiers embedded inside the Afghan army, a spokesman said Sunday, bolstering a force that's supposed to relieve American and NATO troops in warlord-plagued provinces and along the Pakistani border.
A group of 288 U.S. National Guard soldiers arrived in Afghanistan on Friday and Saturday to serve as tactical trainers with the Afghan National Army, joining about 300 already embedded with Afghan units, Maj. Eric Bloom told The Associated Press.

Troops Deployed In Combat Areas Get Tax Credit Options
Servicemembers receiving federal tax exemptions for some or all of their military pay may now elect to apply for certain tax credit options, the chief of the Armed Forces Tax Council said here today.
Troops deployed to combat zones can now apply for tax refunds based on earned income tax credits, as well as additional child-tax credits, explained Army Lt. Col.
