The purpose of this paper is to shed some light, create meaningful dialogue, and encourage further scientific and medical research into the multi-factoral issues surrounding sudden and unexpected death proximal to restraint. Although a rare occurrence in Canada, sudden and unexpected death proximal to police use of force and restraint is a reality that is gaining more and more public attention not just in our country, but internationally as well. Often, the causes of these deaths are attributed by some in the media, special interest groups, and the general public to a specific force option used by police during arrest (Taser, pepper spray, physical restraint), due to the fact that their proximity to death make a cause and effect correlation easier to accept and understand, even when these same force options have been medically discounted as contributing to the cause of death later at autopsy. Looking for causation in sudden and unexpected death proximal to restraint is an emotionally charged subject, which up until very recently had very few answers. Baggage screeners at Newark Liberty International Airport spotted -- and then lost -- a fake bomb planted in luggage by a supervisor during a training exercise.
Despite an hours-long search Tuesday night, the bag, containing a fake bomb complete with wires, a detonator and a clock, made it onto an Amsterdam-bound flight. It was recovered by airport security officials in Amsterdam when the flight landed several hours later.

Federal laws increasingly target local crimes
Virginia gun cases highlight trend toward tougher prosecution

A federal judge yesterday sentenced an Alexandria, Va., man to life in prison for the shooting death of a Treasury Department employee, one in a growing number of cases in which prosecutors are using tougher federal laws to target traditionally local crimes.
U.S. District Judge Leonie M. Brinkema imposed the sentence on Joseph E. Williams for last year's execution-style slaying of Gail Collins, 48, his neighbor. No gun was ever found and there were no witnesses, making it difficult to prosecute Williams on state murder charges.

White House wants plans for GPS shutdown
Global Positioning System would be disabled during crisis to keep enemies from using it

President Bush has ordered plans for temporarily disabling the U.S. network of global positioning satellites during a national crisis to prevent terrorists from using the navigational technology, the White House said Wednesday.
Any shutdown of the network inside the United States would come under only the most remarkable circumstances, said a Bush administration official who spoke to a small group of reporters at the White House on condition of anonymity.

Iraqi insurgents changing tactics effectively
U.S. military sees attacks increasing in frequency, complexity

A bomb blast Wednesday at the gate of one of Shiite Muslims' most holy shrines in Karbala, Iraq, killed eight Iraqis and wounded 32 more. It was an apparent assassination attempt by Sunni insurgents against a senior Shiite cleric. The attack comes exactly one month after U.S. military officials claimed their assault on Fallujah had broken the back of the insurgency.
But Wednesday, U.S. military officials conceded that, far from broken, the insurgents are actually getting better at devising new, more efficient methods of killing.

Saudi Al Qaeda Urges Attacks on Oil Facilities-Web
An Internet statement purportedly from the Saudi wing of al Qaeda has urged guerrillas to attack oil facilities in the world's biggest crude exporter.
"We call on all the mujahideen in the Arabian Peninsula to unify their ranks... and target the oil supplies that do not serve the Islamic nation but the enemies of this nation," said the statement from the Al Qaeda Organization in the Arabian Peninsula, which was dated Dec. 18.

Najaf, Karbala Car Bombs Kill at Least 60
Car bombs tore through a Najaf funeral procession and Karbala's main bus station Sunday, killing at least 60 people and wounding more than 120 in the two Shiite holy cities. UnderCover Comfort: More Than A Hidden Holster

Awhile back I did a couple of reviews on Under Cover Comfort products: they make an excellent t-shirt in both crew and v-neck that is capable of carrying weapons on either side. They also make a wonderfully warm polar fleece hoody with concealed holster pockets right in front so you can actually have your gun in your hand as you walk. What was new to me, and a pleasant surprise, is their Optimum Tactical Performance (OTP) Training Armor - what I'll refer to as Undercover Training Suit or UTS (simply because I can track my own acronyms better).

Bear in mind as you read through this that I've been a force-on-force instructor for about ten years. I was never a big believer in wearing body armor when performing Simunitions or Paint Ball training to minimize discomfort. That very discomfort is what increases the learning curve because, well, when you do something wrong and get shot it HURTS. That's the point. So I actively discouraged my student officers from wearing body armor. Long sleeve shirts, gloves, groin protection (because we don't want it to hurt THAT bad), neck protection and a full face mask that preferably encircled the head.
