Sentencing rules haven't solved disparities
The percentage of minority inmates in U.S. prisons has increased sharply
since federal sentencing guidelines took effect 17 years ago, with blacks
generally receiving harsher punishments than whites, a federal advisory panel
has concluded.
The 15-year study by the U.S. Sentencing Commission, which sets guidelines
for federal judges, examined how well the guidelines had brought uniformity
to punishments. It found that while sentencing had become "more certain
and predictable," there were still disparities among races and regions.

Iraq's forbidding 'Triangle of
Death'
A brutal Sunni insurgency holds sway south of Baghdad
For Hassan Abu Mohammed, the trip from Baghdad to the sacred Shiite Muslim
city of Karbala was ritual, started by his grandfather and adopted by his
father. Each week during the holy month of Ramadan, he loaded a car with
enough chicken, rice, lentil soup and kibbe, a dish of ground lamb and bulgur
wheat, to feed at least 150 people.
The tradition brought blessings, he said.

Reports: British thwart 9/11-style terror attacks
British security services thwarted planned Sept. 11-style terror attacks on
Heathrow Airport and skyscrapers in Canary Wharf, a financial district of
London, according to two media reports.
But the stories, which cited unidentified sources, did not say when or where
the plots were uncovered, or how close they came to being carried out.

Bush Orders Review of Covert
Operations
President Bush has ordered an internal review into whether the Defense
Department should run covert paramilitary operations traditionally mounted by
the CIA, administration officials said on Tuesday.
The presidential directive, signed by Bush last week, asks the CIA and the
Departments of State, Defense and Justice to report back to him in 90 days on
"whether or not the paramilitary operations, currently under the control
of the CIA, should be transferred to the Department of Defense," a
senior administration official said.

Sunni insurgents backing Abu Mussib Al Zarqawi have expressed alarm at the
prospect of a defeat by the U.S.-led coalition in Iraq.
An audio tape said to be from Al Zarqawi charged Muslim clerics with letting

FRANKS REVIEW
By Frank Borelli
In the past I've reviewed an assortment of folding knives, knives for work in
or around water, or knives all from a specific manufacturer. This week we're
going to take a look at a collection of fixed blade knives from various
manufacturers that can serve well as utility field knives. First let's define
that: a "utility field knife" for our purposes here is a knife not
specifically designed for skinning, combat, gutting or survival. Knives
designed for those specific uses each have unique design features that make
them suitable for those chores. The utility field knife is a general use
knife with a blade no shorter than four inches. It may have a double edge or
it may have more than one type of cutting edge, i.e. plain edge and serrated
edge. While the blade (for my purposes) is required to be four inches or
longer, once it gets past the six to six and a half inch length, it becomes
less convenient to carry and begins to enter the combat knife arena.

TO AND FOR PEACE
KEEPERS OF THE MILITARY AND ALL LAW ENFORCEMENT
AT ALL LEVELS AND ALL OF THOSE IN THEIR SUPPORT SYSTEMS AND ALL
WHO CARE ABOUT THEM AND THEIR WELFARE.
In this busy world it seems like we are always going
to some place... or coming back from going some place.
As you read this I will either be on my way to the Great Valley of
Virginia... or I will be deeply immersed into my efforts to see as many
friends and classmates as I can see in a short time. I will be preaching
Sunday in the old country church where the remains of three people who were
very important to me lie in repose, my mother and her father and mother. It
is also one of those places where I
attended vacation bible school as a child in the area of Rockbridge County
where
I grew up.
Last year I renewed contact with a classmate from high school and found that
many
of my classmates were either dead or dying. It struck me that I needed to see
and
speak to as many of them as possible. I will be giving a Food, Fun and
Fellowship
Banquet for as many as can attend on Monday night. My purpose is to see
them...
share life with them once again... and to have them share with me... and get
the
chance to tell them I love them and cherish them. Too many precious people
have slipped from my life already. There is no describing how life is so very
different when people that were vital to your being are here no longer. No
matter how often we say, "I love you", we do not say it often
enough... nor do we demonstrate it often
enough.
