The wrong assessment for the right reasons.
The threat assessments that pointed towards an attack on America before the
Presidential elections on November 2nd were wrong. The assessment I wrote for
Blackwater Tactical Newsletter published on August 23rd was wrong. I have
never been happier, being wrong. Like any good ex-government weenie I had
left enough caveats and what-ifs to cover myself. So what did happen in
October and early November?

The
Holmes Typology of Serial Murder
There are many ways to classify or create typologies
of serial murderers. There are typologies that are based on the frequency and
timing of the homicidal behavior, typologies based on the presumed
characteristics of serial killers, and typologies based on perpetrator
motivation. While many argue that it is important to remain grounded in the
behavioral aspects of the crime, which Godwin argues as an
"inductive" approach, as opposed to what he calls the "gut
feeling" or deductive approach based on socio-psychological
characteristics, there are also those who argue for motivational approaches
(Ferguson et.al. 2003). In this lecture, we examine the Holmes typology,
which is one of those deductive approaches that presumes various socio-psychological
characteristics of the offender. It should be noted that the Holmes typology
has NOT been validated by any rigorous scientific research, and is based
primarily on anecdotal evidence.

TECHNIQUES
OF INTELLIGENCE GATHERING
Modern intelligence gathering has both an electronic
and human face. In this lecture on the basics, the human element is
discussed, and a subsequent lecture covers the advanced electronic means. The
gathering of intelligence is nothing more than stealing someone's secrets. It
is done strategically, which means according to some direction, plan, or
mission, and it is done competitively, which means that your opponents and
allies are also most likely doing it, and it is done non-transparently, or in
secret. The policymaking process which is informed by intelligence may be
transparent, but the intelligence gathering process rarely is disclosed. The
first requirement is that your target must have something worth stealing. If
they don't have anything worth stealing, then all you're doing is snooping or
doing research. In the world of business, this is known as the difference
between competitive intelligence and market research. The military takes
intelligence gathering seriously, as it is almost always collected for the
purpose of assessing risks and hazards in preparation for the order of battle
(IPB, or Intelligence Preparation of Battlespace). The most important thing
to remember is that there is no such thing as intelligence for intelligence's
sake. The whole purpose of gathering information about other's secrets and
processing it into intelligence is to provide your leaders or policymakers
with options to make policy more effective and efficient. There is no point
in tasking, collecting, analyzing, and distributing intelligence products if
there's no policy, issue, or anticipated issue on the table.

Airports await guidelines for private screeners
With deadline approaching, TSA has fallen far behind
With a deadline looming, the government has yet to come up with guidelines
for commercial airports that want to replace federal baggage and passenger
screeners with privately employed workers.
Officials at some of the nation's 445 airports say they are frustrated with
the 2-year-old government workforce. They say federal rules do not allow the
flexibility to reassign workers to handle surges in air travel, which
sometimes result in long waits for passengers at security checkpoints.

Hostage-Taker Shot at Mexican Consulate in L.A.
A man demanding media attention took a female employee hostage at the Mexican
consulate Tuesday before he was wounded by police outside the building. The
hostage escaped unharmed.
The hostage-taker was in critical condition, police Chief William Bratton
said.

State Department Report
In its annual terrorism report, released in April, the State Department
cited declining numbers as proof of success in the U.S. fight against
terrorism. Two months later, it issued a revised report showing that
major terrorist acts actually had reached a 21-year high.

Iran Says It Can Mass-Produce Missiles
Iran said Tuesday it can mass produce a missile capable of carrying a
nuclear warhead and reaching Israel and U.S. forces in the Middle East.
"We have reached a point in the field of producing the Shahab-3
missile that we are able to mass produce," Defense Minister Ali
Shamkhani told state-run television Tuesday.

Secret Service to Oversee
Inauguration
The Homeland Security Department designated President Bush's inauguration
a national security special event, which makes the ceremony's high-profile
gatherings eligible for federal money and heightened security overseen by
the Secret Service.
The department said Monday the Secret Service would handle protection for
the Jan. 20 swearing-in at the Capitol, the inaugural parade along
Pennsylvania Ave. and the inaugural balls.

American student charged with
aiding terror group
Official: Youth 'was looking for some attention'
An American college student has been arrested and charged with providing
material support to a Somali group that has been designated a foreign
terrorist organization by the U.S. government.
U.S. authorities allege that Mark Robert Walker, 18, told a federal law
enforcement agent that he wanted to travel to Somalia to fight for an
Islamic government, and that he was planning to buy and send night-vision
goggles and bulletproof vests to fighters for the group Ittihad Al
Islamiya.

Hearing Ordered for Bin Laden's
Driver
A U.S. federal court has ruled Usama bin Laden's (search) driver was
entitled to a hearing to determine whether he is a prisoner of war, a
landmark decision that throws into question plans to try alleged
terrorists as enemy combatants.
U.S. authorities consider all 550 detainees at the U.S. naval base in
Guantanamo Bay (search) "enemy combatants," a status that
affords them fewer legal protections than prisoners of war under the
Geneva Conventions.

"What's in YOUR wallet?" "Never leave home without
it." Both are recognizable advertisement slogans from different
credit card companies. The idea is for you to feel like they are
indispensable and you should never be without them. A very smart uncle of
mine once told me, "Never leave the house without a knife, a gun and
a lighter." When I asked why he told me that if I had those items I
could hunt food, clean food and cook food. We all have different reasons
for why we carry what we carry, but this week we're going to look at a
few items that should be considered mandatory on a cop's gunbelt. Next
week we'll expand that to what gets changed / added for the typical
soldier.
For the sake of this article I'm going to focus on police officers'
equipment ON duty. I know a few cops who are so motivated that they carry
all the same stuff off-duty (and they're big enough to efficiently
conceal it all). For the items that I feel are mandatory both on and
off-duty, I'll say so. Otherwise, the items listed are items I feel
mandatory on duty. Note from the outset that this is merely the educated
opinion of a man who's been a law enforcement officer for 22 years and a

decided to go for a swim in the old swimming hole that was behind his
