While budget constraints compel law enforcement administrators to Waccomplish
more with a smaller budget, state and federal grants have become important to
police agencies faced with diminishing financial resources. Police executives
must determine how to increase organizational efficiency, effectiveness, and
equity. By improving their grantsmanship skills, police managers can enhance
their opportunity to successfully achieve these objectives.
Escalating crime and additional community responsibilities can overwhelm law
enforcement executives; however, improving their grant-writing skills can
help them finance various opportunities to reduce crime. Large urban departments
often are more successful at acquiring grant funding because they have the
trained staff and resources to vigorously pursue grant application

Spammer Convicted to Nine Years in Prison
Yesterday the first two spammers ever were convicted of a felony for sending fraudulent
unsolicited commercial e-mail - spam. Jeremy Jaynes and Jessica DeGroot, a
brother and sister team, were convicted in a Virginia court Wednesday of
sending AOL users millions of unsolicited commercial e-mail messages while
evading AOL's filters. DMNews report that jurors recommended that Jaynes
receive nine years in prison and fined DeGroot $7,500.

When Coral Eugene Watts stood to hear his punishment after confessing to the
vicious, random slayings of 13 women, the judge knew the prison sentence he
was about to hand down was inadequate.
Sixty years was the most Watts could get, based on the
evidence available to prosecutors, Texas Judge Doug Shaver told him in 1982.

Plane passengers shocked by their x-ray scans
AN X-RAY machine that sees through air passengers' clothes has been deployed
by security staff at London's
Heathrow airport for the first time.
The device at Terminal 4 produces a "naked" image of passengers by
bouncing X-rays off their skin, enabling staff instantly to spot any hidden
weapons or explosives.

Off-Duty Officer Tried to Prevent UK Rail Crash
An off-duty police officer tried in vain to prevent Saturday's crash of a
300-passenger train that hit a car at a rail crossing in southern England,
killing six people, police said on Sunday.
The officer had spotted the car sitting stationary on the rural crossing with
the road barrier up moments before the high-speed crash, police said.

Militants holding 3 election workers in Afghanistan extend deadline
Taliban-linked militants threatening to kill three kidnapped foreigners
said Saturday negotiations with Afghan and U.N. officials had been
postponed for another day.
President-elect Hamid Karzai renewed his condemnation of the abduction, and
received a promise from his visiting Pakistani counterpart of closer
cooperation in combating terrorism.

Politician threatened in letter pinned to filmmaker's body
The government vowed tough measures Friday against what a leading politician
called "the arrival of jihad in the Netherlands"
after a death threat to a Dutch lawmaker was found pinned with a knife to
the body of a slain filmmaker by his radical Islamic attacker.
A five-page letter released Thursday night by the justice minister forced
political leaders, including Amsterdam's
Jewish mayor and members of parliament, to take on bodyguards.

Developing vaccines more important, experts say
The value of freely sharing data on dangerous germs so vaccines and
treatments can be developed outweighs the danger that bioterrorists may use
the information to do harm, a scientific panel concluded Thursday.
Scientists and policy-makers have struggled to balance the needs of
researchers for all available information with worries their work might
somehow be turned against the public. That concern has increased since the
attacks of Sept. 11, 2001.

Oil-for-Food Scandal Key to CIA
Report
The U.N. Oil-for-Food program - already the subject of federal,
congressional and United Nations financial abuse probes - took a fresh hit
with an explosive new report that said Saddam Hussein was using the program
to fund his ambitions.
The report by Charles Duelfer - the special CIA adviser looking into
whether Iraq had weapons of mass destruction - found that Saddam was able
to "subvert" the $60 billion U.N. program to generate an
estimated $1.7 billion in revenue outside U.N. control from 1997-2003.

Afghan Militants Want to Trade
Prisoners
Militants threatening to kill three kidnapped U.N. workers said Sunday they
handed over a list of 26 prisoners, some possibly held by the United States
at Guantanamo Bay (search), who they would take in exchange for the
hostages.
A purported spokesman for the Taliban (search) splinter group claiming to
hold the three foreigners also said it might drop its other demands, which
include a U.N. withdrawal from Afghanistan.
