LEAD IN INDOOR RANGES

The significant source of particulate lead in an indoor range is the
ammunition used. There are four ways lead is generated in the shooting range.
The first and worst, also because of particle size, is the primer that starts
the powder ignition. It contains the chemical lead styphnate and other heavy
metals that insure a proper and reliable ignition.
The second, and second worst, because of particle size, is the lead burn of
the lead bullet tail of jacketed ammunition. The hot propelling gases result
in atomization of molecular lead possibly the most dangerous because of great
gas volumes if in haled because of range eddy currents. The third is the lead
particles spiting out of revolvers and barrel friction on all firearms. It
results in varying size lead particles downrange of the firing line on the
floor. The lead will be picked up by shoes and tracked elsewhere, where they

said that after U.S. forces attacked Afghanistan seeking to roust Osama bin
Laden, al-Zarqawi "migrated to Baghdad." But other U.S.
officials say the Jordanian terrorist's contacts in neighboring Iran
are probably more extensive than any dealings he had with Saddam.

INSURGENCIES,
PEACEKEEPING, AND NATION RE-BUILDING

Insurgency is a word meaning armed revolt or insurrection aimed at overthrowing
or subverting the government regime in power -- any duly constituted regime,
including elected or non-elected powers. The official U.S. Defense Department
definition is "an organized movement aimed at the overthrow of a
constituted government through use of subversion and armed conflict."
Insurgencies are also called low-intensity conflicts or operations other than
war (OOTW), and they are the most complex forms of warfare, a form similar
to, but not quite the same as guerrilla warfare, although sometimes an
insurgency is called a "small war" and frequently involves
irregular fighting forces. However, fighting an insurgency is not the same as
war at all. It often involves a peacetime contingency operation, or
peacekeeping operation (PKO). While some insurgencies will use the tactics of
terrorism, an insurgency differs from terrorism in that civil violence is
usually contained within a specific area, so if there is any resemblance to
terrorism, the analogy is with domestic terrorism. Perhaps the critical
element defining an insurgency is the contest for the "hearts and
minds" of the populace, making it a kind of psychological warfare.
Revolutionary ideology is often involved (but not required) whereby both
sides to an insurgency usually claim they are the only ones who can
legitimately meet the needs and expectations of the people. In one sense,
insurgencies are probably best defined as an extreme form of political and
civil unrest.

Old Cops Know "Stuff"

Ff you want to make it home alive at the end of your shift, heed the advice
of veteran cops.
After 24 years in the field on two different agencies, the most important
thing I learned was to listen to old cops. "Old" is relative. It
might mean 28 years old, having been on three more years than I was at the
time, but these officers still knew more "stuff" than I did.
The big secret is to listen to these veteran cops, believe most of it, and
put it into action in your own life. What I learned from older cops covered
the gamut from on-duty techniques to off-duty survival (both in family life
and real life), and it saved my life on several occasions I know of and
probably many more times I never even realized.

Gang Violence Puts Idaho Town on Edge
Gunfire and gang violence are alarming people in this farm town where the usual
background noise is the reassuring chug of field machinery.
Since July, police have received more than 100 reports of shots fired in
Caldwell, a town of 30,000 halfway between Boise
and the Oregon line. Two young
men have been killed and several more wounded in drive-by shootings. Police
believe most of the violence is gang-related.

checkpoint must carry the ashes in a container that allows an X-ray machine
to clearly see inside, according to the beefed-up scanning guidelines
outlined by the Transportation Security Administration in September.

FDA approves medicines to combat dirty bombs
Products designed to quickly eliminate radiation from body
The Food and Drug Administration approved two new products Wednesday designed
to help deal with the consequences of terrorists using dirty bombs.
Acting FDA Commissioner Lester M. Crawford told The Associated Press that the
products, to be available by prescription only, are designed to speed up
elimination of radiation from the body.

Car Bomb Kills 8 Marines Outside Fallujah
A car bomb killed eight U.S. Marines outside Fallujah on Saturday, the
deadliest attack against the U.S.
military in nearly six months. Marines pounded guerrilla positions out the
outskirts of Fallujah, where American forces are gearing up for a major
assault on the insurgent stronghold.
In Baghdad, another car bomb
exploded outside an Arabic television network's offices, killing seven
people and injuring 19 in the biggest attack against a news organization
since the occupation began last year.

Blacks for Profiling
Criminal vs. terrorist profiling.
ccording to the Gallup Organization, 71 percent of African Americans
approve of profiling Arabs to combat terrorism. Yet an overwhelming
percentage of African Americans condemn racial profiling in the war against
crime. Do those two seemingly contradictory positions suggest an underlying
hypocrisy? Not necessarily.
To determine whether African Americans are being hypocritical or just plain
sensible, consider these three questions: How important is the objective
that the profile seeks to accomplish? How effective is the profile in
advancing that objective? What is the potential for abuse?

Video shows U.N. hostages in Afghanistan
Group sets 3-day deadline for foreign election workers
A video apparently showing three foreign election workers kidnapped in Afghanistan
was aired on Arab television Sunday, providing the firmest evidence yet
they are in the hands of a Taliban splinter group.
A spokesman for Jaish-al Muslimeen, which claims it seized the trio on Thursday
in Kabul, said it made the tape
and would execute the hostages in three days unless the United Nations and
British troops leave Afghanistan

U.S. hopes to divide Iraq insurgency
Plan to cut extremism involves enticing Sunnis
Facing an entrenched insurgency in Iraq whose ranks have grown
significantly over the past year, the Pentagon has devised a new military
strategy aimed at driving a wedge between various factions, defense
officials said.
The strategy stems from what the officials said is a deeper understanding
of an insurgency that has gained strength in recent months and proved
tougher and more resilient than expected. Once viewed as little more than a
few thousand embittered remnants of Saddam Hussein's government, the
hard-core militants in Iraq are now estimated by senior U.S. military
officers to number as many as 12,000.

Gear: A PREreview
On Thursday, 21
October 2004, Blackwater hosted its Open House. It was an
impressive day and the big announcement was the beginning of the Blackwater
Gear line. This week we're going to take a look at most of what that Gear
line will encompass, but first I have to clarify something (just for the
doubters). I am not on staff at Blackwater. I don't get a paycheck from
Blackwater. I write Frank's Reviews essentially because I volunteered and Gary
agreed. It's important to understand that anything I say good (or bad)
about Blackwater, their Gear line, or anything else pertaining to them,
isn't being said because I'm "toeing the company line." That
said, the Blackwater Gear line looks to be impressive and reaches far
beyond what I (or some other writers who spoke with me) expected.
Here's what my cynical suspicious cop mind first thought when I heard that
Blackwater and Michael's of Oregon had teamed up to form Blackwater Gear:
my first thought was that an opportunity had been seen to increase sales of
Michael's gear by adding the Blackwater name, and that Blackwater saw an
opportunity to open a new line of revenue by putting their name on gear. By
the end of this review you'll see that simply isn't the case and nowhere
near the truth.
