Ramadan terror concerns? --

As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists. Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits. "It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

Unrestricted Warfare

The following selections are taken from "Unrestricted Warfare," a book published in China in February 1999 which proposes tactics for developing countries, in particular China, to compensate for their military inferiority vis-à-vis the United States during a high-tech war. The selections include the table of contents, preface, afterword, and biographical information about the authors printed on the cover. The book was written by two PLA senior colonels from the younger generation of Chinese military officers and was published by the PLA Literature and Arts Publishing House in Beijing, suggesting that its release was endorsed by at least some elements of the PLA leadership. Law enforcement agencies throughout the world recognize the importance of professionalism and have worked diligently to have the public view their departments, as well as their officers, as professionals. Many have included the core value of professionalism-which not only applies to sworn officers but extends to those employees who provide support services-either in their mission or vision statements.
While they endorse the concept, many departments struggle with how to meet training mandates for their sworn personnel, as well as how to keep officers abreast of changing trends. Along with these challenges, however, agencies also must make training opportunities available for their support staffs. Although law enforcement officers have the visible day-to-day contact with community members, support personnel prepare reports, answer phones, handle payrolls, and coordinate meetings-important jobs that hold agencies together. Professional development can help support employees better understand how their positions fit into the policing service delivery system and provides an opportunity for them to become refreshed and inspired. After all, the need to enhance their occupational skills and develop professionally proves equally important for law enforcement administrative personnel as for officers.

Surviving Canine Threats
When you think about threat assessment and the variety and assortment of weapons you might face on the street or in the field, probably the first thing that comes to mind is a gun, or a knife, or one of the other made-for or manufactured-for implements of war. Occasionally a mental picture of those improvised weapons might enter your mind. During our Crisis Rehearsal Exercises, I'm sure we've all conjured up images of knives, rocks, bottles, lead pipes and other items being used against us.
However, just the thought of "dogs as threats" is likely to stir the ire of numerous and sundry doggy groups.

The Red Sox victory celebration at the University of Massachusetts-Dartmouth got out of hand on Wednesday night, when drunken students smashed windows and overturned a Dumpster. (The incident was separate from the one near Fenway Park, in which an Emerson College student was killed.) Police made 20 arrests in Dartmouth and used stun grenades to disperse the 800-strong crowd. TSA tightens rules on foreigners in flight school
Background checks to be required for all seeking to attend
The federal government has begun conducting background checks on all foreigners seeking to attend U.S. flight schools, the Transportation Security Administration said Friday.
The expanded security measures, aimed in part at preventing potential terrorists from taking pilot lessons here as some of the Sept. 11 hijackers did, now apply to any foreigner seeking flight training in the United States, not just those learning to fly larger aircraft. As well, those who want to attend flight school for a second time - for certification to fly a different classification of aircraft, for example - will need to have their backgrounds checked again.

BlackHawk + Strategos = Night-Ops!

Every now and then life presents us with an opportunity to learn from our mistakes. That applies to people, organizations, families - well, nearly every group of people you'd care to lump together. I think there might be some folks learning a hard lesson in the near future. That said, I have to tell you about this new collaborative effort that has resulted in a truly revolutionary hand-held illumination tool: the Night Ops Gladius.

To get into the Gladius a little background is necessary. A couple years ago - February of 2000 to be exact - I attended the Low Light Instructors Course being delivered by the training staff of SureFire Institute. That meant I had Vaughn Baker (veteran SWAT cop), Drew Bowman (Army Ranger) and others teaching me about the dynamics of low light engagements. It was an OUTSTANDING program and I wrote a review about it for the ASLET Trainer the day after I finished the class.

One of those was, "MIGHT MAKES RIGHT."
In reference to the opening statement... it was brought to mind by a Biblical account that I remembered. You may find it in 1 Samuel, chapters 13 and 14.
King Saul, his son Johnathan and his army of 600 were facing a Philistine army of
30,000 chariots and 6000 horsemen... 602 against 36,000.
Johnathan said to his armor-bearer, "Come let us go over to the Philistine garrison on the other side"... but he did not tell his father.
