International Bodyguards and the Law

I am writing this as the terrible tragedy ends in Russia. Where will the limits of terrorism end? Women and children are now actively targeted, is the world so ruined and so degenerated that even blameless young children and babies are no longer safe and are the targets of the monsters that can shoot and maim these beautiful innocents without thought or feeling. What motivates the terrorist to act in this totally brutal and absolutely incomprehensible way? How can we ever protect against this evil?



Russia has always been a country in turmoil, but recent events have shown that even a state that has lessening democracy and whose police are omnipresent, simply can not prevent the terrorist. In Moscow the police check your papers on every street corner; the traffic police stop you on every highway. Carrying your passport and registration is compulsory, getting a visa is very difficult and a work permit almost impossible, but still the terrorist manages to blow themselves up on street corners and in the metro, killing and maiming hundreds of innocents. Russia is on high alert and bodyguarding companies are doing great business.

Federal Ban on Assault Weapons Expires
Gun Shops and Police Officers Brace for End of Assault Weapons Ban

The expiration Monday of a 10-year federal ban on assault weapons means firearms like AK-47s, Uzis and TEC-9s can now be legally bought a development that has critics upset and gun owners pleased.
The 1994 ban, signed by President Clinton, outlawed 19 types of military-style assault weapons. A clause directed that the ban expire unless Congress specifically reauthorized it, which it did not.

2003 Crime Rate Steady at 30-Year Low
The nation's crime rate last year held steady at the lowest levels since the government began surveying crime victims in 1973, the Justice Department reported Sunday.
The study was the latest contribution to a decade-long trend in which violent crime as measured by victim surveys has fallen by 55 percent and property crime by 49 percent. That has included a 14 percent drop in violent crime from 2000-2001 to 2002-2003.

D.C. sniper case settlement said to be reached
Lawyer: Maker, seller of rifle settle for $2.55 million
The manufacturer and dealer of the rifle used in the Washington, D.C.-area sniper shootings have agreed to pay $2.5 million in a settlement with victims' families, a lawyer said Wednesday night.
The settlement with Bushmaster marks the first time a gun manufacturer has agreed to pay damages for negligent distribution of weapons, said Jon Lowy, a lawyer with the Brady Center to Prevent Gun Violence. He also said the settlement with Bull's Eye Shooter Supply is the largest against a gun dealer.

TSA Widens Airline Passenger Searches
Airport security screeners will begin more thorough pat-downs of some passengers later this month in an effort to prevent terrorists from sneaking aboard commercial aircraft with explosives under their clothing.
The Transportation Security Administration announced yesterday that checkpoint screeners will begin training next week for the stepped-up searches that will take effect at all U.S. airports by Sept. 20. Screeners will be permitted to pat down passengers who appear suspicious because of bulky clothing -- not just those who set off the metal detector.

Marijuana Found Growing In Planter Outside Courthouse
Deputies didn't have to go far to find this marijuana: It was growing right outside their Green Bay headquarters.
Green Bay television station WLUK-TV reported Tuesday that it received a tip and alerted the Brown County Sheriff's Department about the pot in a planter on the south side of the courthouse

Russia Threatens to Strike Terror Bases
A wounded Russia threatened Wednesday to strike against terrorists "in any region of the world," offered a $10 million reward for information leading to the killing or capture of Chechnya's top rebel leaders, and criticized the United States for its willingness to hold talks with Chechen separatists.
The announcements marked a show of resolve aimed at Russia's stunned citizens, as well as Western countries President Vladimir Putin accuses of hindering its fight against terror, in the wake of three attacks that killed more than 400 people in the past two weeks.

London report foresees civil war in Iraq after U.S. pullout
Iraq's failure to quell the Shi'ite and Sunni insurgencies will lead to a civil war with Iran's and Turkey's potential involvement, a London institute projected.
A new report said the failure by the interim government in Iraq to impose order in the country could lead to a civil war. The report by the London-based Royal Institute of International Affairs said such a war would be likely if the United States withdraws its military from Iraq.

Scores Are Dead After Violence Spreads in Iraq
In a series of tightly sequenced attacks, at least 25 Iraqis were killed by suicide car bombings and a barrage of missile and mortar fire in several neighborhoods across Baghdad on Sunday.
The attacks were the most widespread in months, seeming to demonstrate the growing power of the insurgency and heightening the sense of uncertainty and chaos in the capital at a time when American forces have already ceded control to insurgents in a number of cities outside of Baghdad.

Atomic Activity in North Korea Raises Concerns
President Bush and his top advisers have received intelligence reports in recent days describing a confusing series of actions by North Korea that some experts believe could indicate the country is preparing to conduct its first test explosion of a nuclear weapon, according to senior officials with access to the intelligence.
While the indications were viewed as serious enough to warrant a warning to the White House, American intelligence agencies appear divided about the significance of the new North Korean actions, much as they were about the evidence concerning Iraq's alleged weapons stockpiles.

Surge of Baghdad Violence Leaves 60 Dead
Insurgents hammered central Baghdad on Sunday with one of their most intense mortar and rocket barrages ever in the heart of the capital, heralding a day of violence that killed nearly 60 people nationwide as security appeared to spiral out of control.
At least 37 people were killed in Baghdad alone. Many of them died when a U.S. helicopter fired on a disabled U.S. Bradley fighting vehicle as Iraqis swarmed around it, cheering, throwing stones and waving the black and yellow sunburst banner of Iraq's most-feared terror organization.

As I type this the date is September 12th, 2004 - one day after the three year anniversary of the terrorist attacks on our country. I specifically planned to write this article for the Blackwater Tactical Weekly being disseminated closest to the anniversary date - so here we go. Just like last week, this week's "Frank's Review" is a little different. While last week's review on an imaginary Glock pistol generated more reply email than all of my previous reviews combined, it is my hope that this week's review generates more ACTION.

All of us are well aware of the men and women we have serving overseas. As with all military deployments we have soldiers who are "in theatre" as support troops - soldiers who are close to the area of operations who are at risk, but who don't expect to see combat and killing every day. Then there are those soldiers who are deployed who are on the front lines and who are sent out on missions each and every day (or night) to destroy targets, neutralize opposition and/or disable enemy organization. Those front line soldiers are our cutting edge if you will. They are the effective part of the blade and the rest of the structure supports them.
