The
Changing Face of War: Into the Fourth Generation
The Central Question If we look at the development
of warfare in the modern era, we see three distinct generations. In the United
States, the Army and the Marine Corps are
now coming to grips with the change to the third generation. This transition
is entirely for the good.
However, third generation warfare was conceptually developed by the German
offensive in the spring of 1918. It is now more than 70 years old. This
suggests some interesting questions: Is it not about time for a fourth
generation to appear? If so, what might it look like?

Crisis negotiation teams can
assist law enforcement agencies to successfully resolve kidnapping cases.

Undoubtedly one of the most traumatic experiences a family can face, a
kidnapping also severely challenges the law enforcement agency responsible
for successfully resolving the situation. In such difficult circumstances,
however, agencies can turn to an effective aid-crisis negotiation teams.1
These teams fill a unique and effective role that ultimately benefits the
on-scene commander, investigative personnel, and the victim family. The true
value of a crisis negotiation team's assistance, however, often does not
become apparent until the kidnapping ends. The grandson of an 88-year-old
victim shared his thoughts about how an FBI crisis negotiation team helped
him endure his grandmother's kidnapping. He believed that the negotiators who
remained with him during the 2-day ordeal were extremely valuable because of
the information they provided, along with their experience, knowledge, and
wisdom. He stated, "I had that [experience, knowledge, and wisdom] at my
fingertips. I had answers to my questions in regard to how I might negotiate,
how the transaction might happen, how the transfer might go down, what to
say, how to personalize my messages, how to communicate effectively."
One of the crisis negotiation team's primary responsibilities in any critical
situation is to support the overall investigative effort. In the case of a
kidnapping, the crisis negotiation team works closely with the victim family
members. The team establishes a negotiation operations center, makes
assessments of family members, and guides and supports them through what is
likely their darkest hour. The team, using its negotiation training, develops
strategies to reduce the subject's expectations, to respond to threats and
demands, and, most important, to seek the safe return of the victim.

Sex Offenses
The Bureau of Justice Statistics (BJS) presents Recidivism of Sex Offenders
Released from Prison in 1994, which features data on the rearrest,
reconviction, and reimprisonment of 9,691 male sex offenders, including 4,295
child molesters, who were tracked for 3 years after their release from
prisons in 15 states in 1994. The 9,691 individuals comprise two-thirds of
all male sex offenders released from prisons in the United
States in 1994. The study represents the
largest follow-up ever conducted of convicted sex offenders after discharge
from prison and provides the most comprehensive assessment of their behavior
after release. Highlights include the following: within 3 years following
their release, 5.3 percent of sex offenders (men who had committed rape or
sexual assault) were rearrested for another sex crime; on average, the 9,691 sex
offenders served 3 1/2 years of their 8-year sentence; and, compared to
non-sex offenders released from state prisons, released sex offenders were 4
times more likely to be rearrested for a sex crime. This report is available

Neil
Roberts Warrior Knife
It's a rare occasion that I am willing to write up a
review on a piece of equipment without having used it in any way: but this
week's item just wasn't something I could abuse. The Neil Roberts Warrior
Knife is a limited edition commemorative knife dedicated to the memory of the
first SEAL to die in action in Afghanistan.
During Operation ENDURING FREEDOM in March of 2002, Petty Officer First Class
Neil Christopher Roberts and his team were in the midst of an insertion via
an MH-47E Special Operations Chinook when it came under sudden and intense
Rocket Propelled Grenade (RPG) fire. The RPGs exploded in and against the
aircraft causing damage that resulted in hydraulic fluid to be released
across the already-lowered ramp. Due to the Chinook's movements as a result
of the damage and the pilot's attempts to evade more RPGs, Roberts was thrown
from the craft to land by himself in the middle of enemy forces. Reports
state that Petty Officer Roberts engaged the enemy force without hesitation;
fighting a hard battle of attrition that involved turning numerous captured
enemy weapons back against them. Unfortunately, his spirit and drive could
only stand against superior enemy numbers for so long - and Petty Officer
Roberts died on the field of combat as a result of sustained injuries. P/O
Roberts was posthumously awarded the Silver Star as the Navy recognized that
his actions, "...reflected great credit upon him and were in keeping
with the highest traditions of the United States Naval Service." This
week we take a look at the Neil Roberts Warrior Knife - a commemorative piece
commissioned by Steven C. Bronson, retired Navy Chief and founder of Tactical
Watreborne Operations (TWO).
