History's Verdict

The summers of 1944 and 2004.

About this time 60 years ago, six weeks after the Normandy beach landings, Americans were dying in droves in France. We think of the 76-day Normandy campaign of summer and autumn 1944 as an astounding American success - and indeed it was, as Anglo-American forces cleared much of France of its Nazi occupiers in less than three months. But the outcome was not at all preordained, and more often was the stuff of great tragedy. Blunders were daily occurrences - resulting in 2,500 Allied casualties a day. In any average three-day period, more were killed, wounded, or missing than there have been in over a year in Iraq.

Pre-invasion intelligence - despite ULTRA and a variety of brilliant analysts who had done so well to facilitate our amphibious landings - had no idea of what war in the hedgerows would be like. How can you spend months spying out everything from beach sand to tidal currents and not invest a second into investigating the nature of the tank terrain a few miles from the beach? The horrific result was that the Allies were utterly unprepared for the disaster to come - and died by the thousands in the bocage of June and July.

Realizing the Effectiveness of an Agency's Most Valuable Resource

Training is the most significant human resource function undertaken by law enforcement agencies. All law enforcement management textbooks cover the importance of implementing effective training programs. Each similarly defines training as the "planned effort by an organization to facilitate employees' learning of job-related competencies."1 Most law enforcement officers receive more training now than they have in the past. Many agencies spend a significant amount of time training new officers and increasing on-the-job learning through in-service training programs. The majority of this training focuses on cognitive (or factual) outcomes, not affective (or emotional) outcomes. Most law enforcement agencies, however, can make better use of their in-service training programs by shifting their paradigm to take into account the needs of adult learners and by teaching with purpose, not just to cover the material.2

Police Practice - Role-Play Training for Negotiators in Diverse Environments

Negotiations in the new millennium present significant challenges for crisis intervention teams throughout America. The multitude of violent incidents that take place in previously unusual venues, such as schools in Columbine, Colo-rado, and the recent random shootings in the Washington, D.C. area, confirm that the United States has entered an increasingly complex and difficult era. These "new-age offenders"1 possess sophisticated weaponry and a willingness to harm innocent people in areas previously considered sacrosanct.
Hostage negotiators must train for these new challenges. For a long time, experts in © Mark C. Ide the field have felt that negotiators can enhance their communication abilities through training "as a way of improving their negotiation skills" and by providing members "with a structured opportunity to practice their new skills to enhance confidence."2 Further, practicing strategies and risk assessments using actual case studies can prove extremely helpful.3 By using locations previously unfamiliar to team members and tactical units, commanders may decrease the anxiety associated with a particular environment while also role-playing in a realistic setting.

Homeland Security Given Data on Arab-Americans
The Census Bureau has provided specially tabulated population statistics on Arab-Americans to the Department of Homeland Security, including detailed information on how many people of Arab backgrounds live in certain ZIP codes.
The assistance is legal, but civil liberties groups and Arab-American advocacy organizations say it is a dangerous breach of public trust and liken it to the Census Bureau's compilation of similar information about Japanese-Americans during World War II.
The tabulations were produced in August 2002 and December 2003 in response to requests from what is now the Customs and Border Protection division of the Department of Homeland Security. One set listed cities with more than 1,000 Arab-Americans. The second, far more detailed, provided ZIP-code-level breakdowns of Arab-American populations, sorted by country of origin. The categories provided were Egyptian, Iraqi, Jordanian, Lebanese, Moroccan, Palestinian, Syrian and two general categories, "Arab/Arabic" and "Other Arab."

Syrian music star sings praise of suicide bombers
The Syrian singer of a band that was detained by the FBI's Terrorism Task Force for suspicious activity during a recent flight to Los Angeles has written about the "glorification" of suicide bombers to liberate Palestine.
Singer Nour Mehana's latest album includes the song "Um El Shaheed," or "Mother of a Martyr," said Aluma Dankowitz of the Middle East Media Research Institute......
Mr. Mehana's 14 Syrian band members were detained by officials June 29 upon deplaning Northwest Flight 327 from Detroit to Los Angeles, for acting in a suspicious manner that concerned the flight crew and air marshals on board.
Meanwhile, federal officials were summoned to Capitol Hill yesterday to brief Senate and House Judiciary Committee staff in response to reports of the incident, and the Federal Air Marshals Association requested a meeting with top officials in the Homeland Security Department.

Three killed in Uzbekistan blasts
At least three people were killed and several others wounded in explosion near the U.S. and Israeli embassies as well as at the state prosecutor's office the Uzbek capital of Tashkent.
A group calling itself the Islamic Jihad Group in Uzbekistan claimed responsibility for the attacks. The claim was made in a statement posted to an Islamic Web site linked to al Qaeda.

Everyday Holsters and More

This week's review is a follow-up for several previous equipment reviews. Why? Because often it's one thing to do an initial evaluation of something, but then when testing continues for a period of months or years, additional observations are made that need to be passed along. That is the case here. As I was cleaning out my storage closet (in my office) this past week, I realized how much stuff I had accumulated for testing and that a great deal of it is set aside after I've tested it and written it up. It's not set aside because it's bad gear, but simply because it doesn't suit my particular daily need. That led me to thinking about the stuff that I do use daily (or almost daily) and how much more I've learned about it. So here ya' go...

First off, most of my work is done in plain clothes. However, I always like to have a few things with me and some more available in my vehicle. Those things I like to have with me are: my gun, extra mag, flashlight, a couple knives (one for each side), my phone and a lighter. I'm not about to evaluate cell phones just because there's so much redundancy and the industry is moving toward a "do it all" hand held device. I may review Pocket Computers in the future, but that'll be the closest I get to cell phones. A lighter is a lighter is a lighter, right? Maybe... but I have a preference for Zippos, even though I have to check and refill them on a regular basis. Simple maintenance is something we all have to do for everything we use if we want it to work when we need it. Why should the lighter be different? Let's get to the good stuff.

If you read the article last week and thought I was praising or commending the
Islamic Militants I am sorry that it appeared that way to some readers.
That was not the case.

The article may have not been as clear to you as my meaning of the article was to me. I was not paying homage to them in any manner and
if that did not come across then it is my fault. English can be very clear to
one but not so clear to another. The safety I was referring to was for the
foreign civilian contractors such as the truck drivers and not for the Islamic Militants (I. M.). All foreigners are enemies OF THE I. M. in their minds and as
such are fair game to them. The terrorist tactics are being used to scare all foreigners out of the whole area and not just Iraq. It is the I. M., or as some
call them, the insurgents, that need to be defeated, corralled, captured or wiped out.
They need to be stopped. "All that is necessary for the forces of evil to win in the
world is for enough good men to do nothing." (Edmund Burke) That also echoes the
teachings of the Bible as I understand it
