The National Strategy for Homeland Security and the Homeland Security Act of 2002 identify the "prevention of terrorist attacks within the United States" and "the reduction of vulnerability of the United States to terrorism" as national priorities, and call on first responders to "minimize the damage and assist in the recovery from terrorist attacks that do occur within the United States." The Homeland Security Act also transferred the Office for Domestic Preparedness (ODP) from the U.S. Department of Justice (DOJ) to the U.S. Department of Homeland Security (DHS), and assigned ODP "the primary responsibility within the executive branch of government to build and sustain the preparedness of the United States to reduce vulnerabilities, prevent, respond to, and recover from acts of terrorism."

Philippine Troops Start Leaving Iraq, Allies Upset
The Philippines began pulling troops out of Iraq Friday to save the life of a Filipino hostage, ignoring calls from the United States and other allies not to bow to kidnappers' demands.
Diplomats in Baghdad said a headless corpse found in the Tigris River was probably that of a Bulgarian hostage killed by militants linked to al Qaeda ally Abu Mussab al-Zarqawi. Hopes of finding a second Bulgarian alive were fading, they said.

Years back I heard the saying that if you wanted to sell something to cops you made it black, put Velcro on it and included the word "magnum" in the name somewhere. As funny as that was, it was often true. To some small extent, that concept has moved over to the edged weapons arena where, if you want to sell knives to cops, you make sure it has a serrated (or partially serrated) edge, includes an automatic opening feature and has the word "tactical" somewhere in the name. While all of this DOES apply to the Masters of Defense (MOD) Automatic Tactical Tanto, sales isn't the reason why.
