Taking Chance
Chance Phelps was wearing his Saint Christopher medal when he was killed on Good Friday. Eight days later, I handed the medallion to his mother. I didn't know Chance before he died. Today, I miss him.

    Whenever two objects come into contact, there always is a transfer of material. The methods of detection may not be sensitive enough to demonstrate this, or the decay rate may be so rapid that all evidence of transfer has vanished after a given time. Nonetheless, the transfer has taken place.
    The field of geology and its relationship to forensic science has remained shrouded in mystery for many years. Although the interaction of humans with the environment long has been the object of much interest to physical scientists, published literature on this topic is relatively limited.

    Highway Deaths Hit 13-Year High in 2003
    The number of U.S. traffic deaths rose nearly 1 percent in 2003 and reached a 13-year high at 43,220, the government reported on Wednesday.
    It was the fifth straight year road deaths rose, although passenger car fatalities decreased. Sport utility vehicle deaths went up roughly 10 percent over 2002, with more than half of the victims in those crashes killed in rollovers. Motorcycle deaths also jumped.

    Florida town to use blanket of surveillance cameras

    One of the nation's wealthiest towns will soon have cameras and computers running background checks on every car and driver that passes through.
    Police Chief Clay Walker said cameras will take infrared photos recording a car's tag number, then software will automatically run the numbers through law enforcement databases. A 911 dispatcher is alerted if the car is stolen or is the subject of a "be on the lookout" warning.

    According to data collected by the Federal Government, from 1930 to 2000, 4,542 persons were executed under civil (non-military) authority. During the ten-year period from 1967-1977, however, punitive death took a holiday as a voluntary moratorium and the U.S. Supreme Court brought a temporary halt to executions.

    LA Officials Fear Attacks on City Malls
    Security was beefed up on Thursday at several malls and shopping centers near the Los Angeles Federal Building after police said they had been told one of them could be targeted for a "terrorist" attack. Police said extra patrols are on duty at the malls near the Federal Building on the city's west side and that shoppers were asked to exercise caution and watch for suspicious activity.

    4 Treasury Agents Track Bin Laden Money
    The Treasury Department agency entrusted with blocking the financial resources of terrorists told Congress that at the end of last year it had just four full-time employees dedicated to investigating Osama bin Laden's and Saddam Hussein's wealth while nearly two dozen were working on Cuban embargo violations. In addition, the Office of Foreign Assets Control said that between 1990 and 2003 it opened just 93 enforcement investigations related to terrorism and collected just $9,425 in fines for terrorism financing violations since 1994.

    U.N. Plans to Keep Arms From Terrorists
    The U.N. Security Council has put terrorists, black marketeers and crooked scientists on notice that they face punishment for trafficking in weapons of mass destruction. Seven months after President Bush called for U.N. action, the council voted unanimously Wednesday to close a loophole that allowed would-be proliferators to get nuclear, chemical and biological weapons.

    AFGHANISTAN; Afghans Detain Suspected Killers of Aid Workers
    Afghan authorities have arrested 18 members of the ousted Taliban regime suspected of killing two local aid workers in the restive southern province of Kandahar, a senior official said on Thursday.
