SWAT CHALLENGE
Training Tracks
The World SWAT Conference training program is
designed to provide participants the highest quality
SWAT training that is both realistic and relevant. While
focusing on live fire exercises that can be taken back
to home organizations, the conference will also present

Role-Playing A Vital Tool in Crisis Negotiation Skills

Role-playing has become one of the most
frequently used training tools employed by law
enforcement agencies. In fact, recent surveys show
that over 80 percent of law enforcement agencies use
some form of role-playing in their training programs.1
Also, nearly all survey respondents agreed that role-
plays are valuable in a variety of training situations.
They involve simulations of real-world situations likely
to be encountered by personnel in a wide range of law
enforcement activities (e.g., SWAT operations and
interviews/interrogations). Further, role-playing has
become a hallmark of law enforcement recruit selection
and promotional tests.

Intuitive Policing Emotional/Rational Decision Making
in Law Enforcement

On a warm summer evening in a large American city,
narcotics officers, working the 4 p.m. to midnight shift,
began a "buy-bust" operation at an intersection known
as an open-air drug market where approximately 50 to
60 persons, many presumably involved in narcotics
trafficking, had congregated on the sidewalk. Five
minutes earlier, two undercover officers had walked
into the area and purchased illicit narcotic substances
from several street dealers. The undercover officers
then walked away from the intersection and broadcast
the physical descriptions of the sellers to arrest teams,
consisting of three unmarked vehicles containing three
officers each, who began canvassing the vicinity to
locate the suspects.

A Small Police Department's Success By
William L. Wilcox The German Township, Ohio, Police
Department, currently consisting of six full-time and
nine reserve officers, serves a small agricultural
community in southwestern Ohio of approximately 2,800
residents.1 Like many other small police departments in
rural areas, the German Township Police Department
patrols relatively safe streets, free of many of the
crime problems that often plague more populated areas.
However, despite its size and location, this
department considered it worthwhile to face the
monumental task of becoming one of the smallest
forces to receive accreditation from the Commission on
Accreditation for Law Enforcement Agencies, Inc.
(CALEA).2 Its experience demonstrates that any law
enforcement agency, large or small, can find
accreditation both beneficial and attainable.

IMoLIN Database The Internet based
information network IMoLIN serves as a clearinghouse
of money laundering information for the benefit of all
national and international anti-money laundering
agencies. It was developed and is administered by the
Global Programme against Money Laundering of the
United Nations Office on Drugs and Crimes (UNODC) on
behalf of the United Nations and other international
organizations, including the Interpol. There are five
main features of IMoLIN, and all but one accessible to
the public:
AMLID - Anti Money Laundering International
Database- A compendium and analysis of national anti-
money laundering laws and regulations as well as
information on national contact and authorities. The
database is password restricted.
Reference Data: research and analysis,
bibliography, conventions, legal instruments and model
laws.

Two split reward in D.C.-area sniper
case Two men will share a $500,000
reward for providing information that led to the capture
of convicted D.C.-area snipers Lee Boyd Malvo and
John Allen Muhammad. The county executive for
Montgomery County -- center of the sniper
investigation -- said without the crucial information
provided by the two men the killers would not have
been caught.

Israeli Cabinet approves more
targeted killings
The Israeli Cabinet today approved an Army plan
to increase assassinations of Palestinian militants and
to send more troops sent into the Gaza Strip.
Israeli Army helicopters then fired missiles at a house in
northern Gaza City, killing two people and injuring at
least 14, including a two-year-old girl, according to
hospital officials.

Terrorists Are Made, Not Born:
Creating Terrorists Using Social Psychological
Conditioning

Psychologists have thus far been unable to verify the
existence of an individual-level universal terrorist
profile. This disappointing finding makes the search for
terrorists who appear and act normally in a larger
population of non-terrorists much more difficult.
However, sociologists and social psychologists have
discovered that terrorist groups use cult-like
conditioning techniques to convert normal individuals
into remorseless killers. The premise of this article is
that the limited global counterterrorism resources
should focus on eradicating the terrorist group training
camps where the conditioning takes place, rather than
on trying to find terrorists after they have already been
conditioned. Five phases of conditioning are described:
depluralization, self-deindividuation, other-
deindividuation, dehumanization, and demonization. All
conditioning phases are supported by powerful group
dynamics that reinforce the effectiveness of the
conditioning.

SureFire X200 LED Pistol Light
When I attended the Low-Light Instructor Program in
February of 2002 - then a part of the SureFire
Institute - the staff reviewed SureFire's line of lighting
products. Since then, the SureFire Institute has
become a virtual entity, but the line of products
continues to grow and develop. At that time,
their biggest weakness in the contemporary market was
their group of pistol lights. Competing against
such folks as Insight Lights and Streamlight, SureFire's
lights seemed unnecessarily large and bulky given their
light output. That has since changed.
Incorporating a Light Emitting Diode (LED) bulb, digital
energy flow control, power from two 123 3V Lithium
batteries and a toggle switch for touch on or constant
use, the SureFire X200 is that company's entry into the
next generation of pistol lights. I received my
test unit in January and, like a kid with a new toy,
immediately began playing with it. Just as a bit
of trivia, I noticed that my X200 was serial number
A00381 - so I assume it was the 381st unit to come
out of the plant.
